Assistant Minister of Commerce Tang Wenhong said that the Ministry of Commerce will work with relevant departments to actively connect with international high-standard economic and trade regulations, select areas with large market demand and insufficient effective supply, and expand opening up in steps, categories, and regions.

Tang Wenhong said that the Opinions proposed to expand the opening up of the service industry and continue to deepen the opening up of telecommunications, education, medical care, health and other fields. In fact, it is based on a problem-oriented approach, targeting the insufficient supply of high-quality services and the service quality issues that the masses are concerned about. It is hoped that by expanding the opening up of the service industry, the service supply capacity and service level can be improved, and the scale of service consumption can be expanded. "The entry of world-class service companies into the Chinese market can not only provide consumers with more high-quality services, but also effectively stimulate the vitality of business entities, enhance the linkage effect of the two markets and two resources at home and abroad, and help the high-quality development of the economy." Tang Wenhong said.

The Ministry of Commerce will work with relevant departments to actively align with international high-standard economic and trade rules, select areas with large market demand and insufficient effective supply, and expand opening up in steps, categories and regions, so as to optimize supply through opening up and create demand through supply, and promote high-quality development of service consumption.

On the one hand, we must steadily expand the opening-up of various fields, including revising the catalogue of industries that encourage foreign investment, promoting the expansion of items in service consumption-related fields, reasonably reducing the negative list for foreign investment access, promoting the orderly expansion of opening-up in areas such as telecommunications, the Internet, education, culture, and medical care, establishing and improving a negative list management system for cross-border trade in services, and enhancing the level of openness of cross-border trade in services.

On the other hand, we should enhance the efficiency of the open platform, promote the comprehensive pilot demonstration of expanding the opening up of the national service industry, and build a national service trade innovation and development demonstration zone. The Third Plenary Session of the 20th CPC Central Committee also required the implementation of the free trade pilot zone upgrading strategy, which are important platforms and carriers for expanding the opening up of the service industry.

In addition, we must successfully host major exhibitions such as the China International Import Expo and the China International Fair for Trade in Services to promote the implementation of more new service industry formats; build the "Invest in China" brand, hold a series of high-quality events, promote investment promotion and project matchmaking, and improve the normalized and multi-level investment promotion mechanism to attract more foreign investment in new areas and new tracks of service consumption.
