Yanhe has always focused on cultivating souls and educating people, always adhering to the principle of educating people for the Party and cultivating talents for the country, integrating moral education into all aspects of education, and striving to cultivate new people of the era who can shoulder the great responsibility of national rejuvenation.
In May 2023, the finals of the Tongren City Campus Football League and the "Double Reduction" work site meeting were held in Yanhe, and nearly 300 principals from the city observed the after-school services of some schools in the county. It is reported that the county has implemented an action to improve the quality and efficiency of after-school extended services, and has steadily promoted the "5+2" after-school services in accordance with the "one school, one case" approach, providing more than 71,000 children with a variety of after-school service activities.
In terms of art and sports education, the county had 1 person win a prize in the national competition, 98 people win prizes in the provincial competition, 221 people win prizes in the municipal competition, and the county education bureau won 2 Outstanding Organization Awards.
Strengthen team building and create quality education
Teachers are the foundation of education and the source of its development. Strengthening the construction of the teaching staff and improving the quality of the teaching staff are the foundation for deepening education reform and promoting the construction of an education power. Yanhe has always placed the construction of the teaching staff in a prominent position, made a series of major decisions and arrangements, and achieved new achievements in the construction of the teaching staff.
Efforts will be made to build a team of teaching and research staff. In 2023, the county will publicly select 12 teaching and research staff, and fully staff the county education and teaching research center with 23 full-time teaching and research staff, covering all subjects of preschool education and compulsory education; supplement and staff 23 township and street full-time teaching and research staff, and hire 56 part-time teaching and research staff to fully enrich the teaching and research staff team.
Focus on the construction of the teaching staff. In 2023, there will be one new person selected as a leading teacher training target by the Ministry of Education, one famous teacher in Qianling, four provincial backbone teachers, 13 municipal famous teachers, and 29 municipal backbone teachers.

In 2023, 103 school (kindergarten) principals and others will be inspected, 208 middle-level school cadres will be promoted, 24 compulsory education principals will be rotated and exchanged, accounting for 11.8%; and 2 city-level famous principals will be trained.
We will work hard to improve the quality of teaching. On the one hand, we will promote the standardization of school management by normalizing teaching supervision. In 2023, four supervision groups of primary and secondary schools will conduct two rounds of teaching investigation and supervision in primary and secondary schools and village primary schools throughout the county. They will listen to and evaluate more than 2,300 classes throughout the year, give 52 demonstration classes, participate in more than 300 subject teaching and research activities, and hold 20 micro-lectures. In addition, we will promote the quality of the classroom through teaching reform. Throughout the year, primary and secondary schools carried out the selection of 25 high-quality courses (skills) in various subjects, and a total of 340 primary and secondary school teachers won awards. Among them, 68 people won the first prize, 102 people won the second prize, 112 people won the third prize, and 58 teachers won the first, second and third prizes at the municipal level respectively. Yanhe No. 4 Middle School and Yanhe Siyuan Experimental School won the first prize for teaching quality in the city, and Yanhe Siyuan Experimental School was rated as an experimental school for compulsory education teaching reform by the Ministry of Education. We will set up high school quality awards, junior high school quality awards, primary school quality awards, and preschool education quality awards, increase the recognition of outstanding teachers, and greatly stimulate the enthusiasm of schools and teachers.
We are committed to optimizing the evaluation system. We have established an evaluation system supported by the "Yanhe Tujia Autonomous County Teacher Team Construction and Management Measures", "Yanhe Tujia Autonomous County Education and Teaching Quality Reward Measures", "Yanhe Tujia Autonomous County Performance Target Assessment Measures", and "Yanhe Tujia Autonomous County Famous Principals, Famous Teachers, and Famous Class Teachers Management Measures". At the same time, in order to stimulate the endogenous motivation of schools, teachers, and principals, and to demonstrate effectiveness in doing things and getting things done, we will implement the "School and Teacher Annual Contribution Value Honor System". By accumulating "contribution values" every semester and every academic year, schools will show their "gold medals", teachers will show their "transcripts", and principals will compare their "contributions", truly reflecting the difference between doing more, doing well, and not doing anything.
Focus on comprehensive development to create a dynamic education
Yanhe insists on developing education with people at the center, putting "priority development of education" at the top of people's livelihood security, focusing on coordinated development, strengthening curriculum reform, grasping the study and practice of socialist core values, accelerating the reform of management methods and educational methods, and striving to write an education answer sheet that satisfies the people by carrying out sunshine sports and organizing campus football, campus basketball, campus Tujia hand-waving dance and other activities.
Preschool education is universal and affordable. In 2024, the county will have 7 city-level model kindergartens and 1 provincial-level model kindergarten, with a gross enrollment rate of 96.65% in the three years before school, a coverage rate of 89.37% for affordable kindergartens, and 57.31% of children in public kindergartens.
Compulsory education has developed in a balanced and high-quality manner. The system of free admission to schools in the vicinity has been fully implemented, and the proportion of nearby schools in the county has reached 99%. We adhere to the "five-pronged education" and "three-dimensional education", actively carry out after-school extended services, and comprehensively promote quality education.
The connotation of high school education has been developed. The high school group has been run well. Yanhe Nationalities Middle School has successfully passed the re-evaluation and acceptance of the provincial second-class model general high school, and the county’s second and third senior high schools have been organized to actively apply for the creation of characteristic model schools.
Characteristic development of vocational education. Implement the "20 Articles on Vocational Education" and establish characteristic majors such as automobile operation and maintenance, and fashion design; students won two first prizes in the 2024 Guizhou Vocational College Skills Competition; won the second prize of the 2023 National Vocational Education Teaching Achievement Award; successfully passed the 2024 "Skill Guizhou" provincial-level high-quality secondary vocational school project evaluation and project approval, and entered the ranks of provincial-level high-quality school construction.
Focus on healthy growth and create warm education
Campus safety is of paramount importance and is a major issue concerning people's livelihood and social stability. Yanhe has always regarded school safety as its top priority and has made every effort to ensure the safety of teachers and students and ensure the safety and stability of the county's education system. It focuses on regular management, organizes and carries out emergency evacuation drills, traffic safety knowledge, drowning prevention and first aid knowledge training, various safety education and publicity activities, and enhances students' safety awareness and handling capabilities.
Since 2024, Yanhe has comprehensively promoted the standardized, refined, and grid-based management of school safety, effectively maintained school safety and stability, and carried out 1+N source prevention and management of school safety and stability. Up to now, Yanhe has established 12 work records for education safety, set up 87 school protection teams, conducted 15 joint inspections of campus and surrounding safety departments, held 3 meetings on child protection, created 9 provincial-level safe and civilized campuses, and created more than 30 provincial, municipal, and county "safe campuses".
At the same time, we have further promoted the construction of the rule of law in the education system and implemented the work mechanism of deputy principals for rule of law. The public security, procuratorate, courts, and other departments have selected 142 people to serve as deputy principals for rule of law or legal counselors in 277 schools in the county, and the coverage rate of deputy principals for rule of law in schools in the county has reached 100%. We have organized deputy principals for rule of law to give more than 70 lectures on rule of law in schools, strengthened legal safety education for young people, and focused on the "two laws and two regulations", the Education Law, the Constitution, the Civil Code and other laws and regulations. More than 100,000 teachers and students participated, and the coverage rate of teachers and students reached 100%.
The county has created a warm education, always put the fundamental interests of students first, and made every effort to "provide all the necessary funds" and "provide all the necessary assistance" to ensure that no child is out of school due to poverty. In 2023, the county subsidized 96,651 students in total, disbursed 59,592,422,500 yuan in subsidies; processed student loans for 6,621 poor college students, and issued 67,978,000 yuan in loans; received 748,250 yuan in social subsidies throughout the year, subsidized 407 students; and accepted donations of 2.2055 million yuan in materials from all walks of life, covering 24,850 students.
