according to the notice, shanghaipublic institutions recruit fresh graduates and state-owned enterprises recruit from campus, and are open to college graduates within two years of graduation, regardless of work experience and social security payment years.

regarding matters related to college graduates’ participation in shanghai’s recruitment (employment) work, the “notice” stipulates:

1. fresh college graduates who apply for the civil service examination in shanghai for that year,you can choose to apply for the corresponding category of positions based on your grassroots work experience and other circumstances.

2. public institutions in shanghai recruit recent college graduates,it should also be open to college graduates who have not completed the work within the establishment within 2 years of the graduation certificate year (including the year of graduation).there are no restrictions on whether they have work experience or pay social security.

three,when carrying out campus recruitment, local state-owned enterprises in shanghai and central enterprises in shanghai should take into account the actual situation of the enterprise.the school recruitment positions will be open to college graduates within 2 years of the year of graduation certificate (including the year of graduation).there are no restrictions on whether they have work experience or pay social security. if a central enterprise in shanghai recruits candidates uniformly through its headquarters, its regulations shall apply.

4. the identification of fresh graduates shall be based on the year in which their graduation (completion) certificate is signed (excluding graduates who carry over from one year to another).

the "notice" also clarifies that if the state promulgates new regulations, those regulations shall prevail.
