xinhua news agency, quito, october 3 (reporter liao siwei) the ecuadorian presidential office issued a communiqué on the 3rd stating that due to severe internal unrest and domestic armed conflicts, 6 cities including the capital quito, guayas province, and los rios province the province and two cities entered a state of emergency.
the communiqué stated that in order to enable the armed forces and the national police to better defend the country’s sovereignty and integrity, protect people’s security and maintain public order, president novoa decided to conduct military operations in the provinces of guayas, los rios, manawi, and austria. a 60-day state of emergency was implemented in the six provinces of reana, santa elena and el oro, as well as the cities of quito in pichincha province and ponce henriques in azuay province.
the communiqué also said that due to the insecurity and violence caused by the activities of organized criminal gangs, novoa also announced the jurisdiction of the four provinces of azuay, guayas, los rios and orellana. curfews are implemented in 20 areas from 22:00 to 5:00 the next day.
