this is the public indictment (draft) of the dai bingnan case, whose full name is "public indictment of the procuratorate of the provisional people's special court of the taiyuan city military control commission" and is collected in the shanxi provincial archives.

on april 24, 1949, taiyuan was liberated, and the taiyuan municipal military control commission took over and restructured the old shanxi institutions. on july 1 of the same year, the "interim measures (draft) for the special court of the taiyuan city military control commission" was promulgated, stipulating that the procuratorial office of the special court shall have one chief prosecutor and two prosecutors. the chief prosecutor and the prosecutor are responsible for "pre-trial, investigation and investigation". , public prosecution, debate" and other matters. after the investigation is completed, the prosecutor's office should prepare a public indictment, file a public prosecution with the special court, and request a trial.

on july 8, 1949, the procuratorate brought dai bingnan and wu dehou, the major counterrevolutionary criminals who sabotaged the taiyuan uprising, to the special court for public prosecution. cheng guliang is the chief prosecutor of this case, and wang lin and li chengrui are the prosecutors. dai bingnan was the former commander of the 30th army of the kuomintang, and wu dehou was the former commander of the 27th division of the 30th army of the kuomintang. when huang qiaosong, the former commander of the 30th army of the kuomintang, was preparing for the revolutionary uprising, dai and wu informed yan xishan, causing the uprising to fail. general huang qiaosong and pla staff officer jin fu and others were taken to nanjing by yan xishan and brutally killed.
