according to the wechat public account "beijing traffic subscription account" on september 26, the beijing motor vehicle control and management office issued a reminder on the application and review of passenger car quotas in the second half of 2024. the application period for the second half of 2024 will end on october 8. units, families and individuals who need to apply for allocation quotas, as well as applicants who need to fill in the application for change or transfer registration of beijing-licensed passenger cars, must complete the filling and submission of matters in the beijing passenger car quota control and management information system before 24:00 on october 8.
the beijing passenger car index office has made the following reminders based on the concentrated inquiries and problems that are prone to occur in the past. citizens are requested to correct and submit information in a timely manner according to their actual situation.
1.the reported information should be accurate.the main applicant of the family can log in to the system and click to view "my family application" to check whether the "application indicator type" and "relationship with the main applicant" are filled in correctly, and check the application form information of the family applicant one by one to check whether the identity type, marital status and other information of the family applicant are filled in correctly. based on previous application experience, there are many cases where applicants fail to accurately fill in the information due to changes in family size, changes in family members, changes in marital status, changes in identity type, changes in certificate information, etc., resulting in failure to pass the review or failure to pass the verification of kinship and marital status after the family is shortlisted or the lottery is won.
special note: if a family member has passed away but the household registration has not been cancelled, the member should be deleted from the family group.
2.social security and personal tax should meet the requirements.families and individuals who are not registered in beijing and hold a valid beijing residence permit must meet the application requirements of "continuously paying social insurance premiums and personal income tax in beijing for the past five years (inclusive)", among which: continuously paying social insurance premiums in beijing for the past five years (inclusive) means that the applicant has paid social insurance premiums to the social security department of beijing for 60 consecutive months starting from the month before the application month, and there must be no interruption (if there is an interruption, it will be valid after making up the payment). continuously paying personal income tax in beijing for the past five years (inclusive) means that the applicant has paid personal income tax in beijing every year for five consecutive years starting from the year before the application year, and the tax amount is greater than zero, and the months can be interrupted but not the years, and the date of tax payment shall prevail (if there is an interruption, the make-up payment will be invalid).
3.the reported value-added tax amount should not be greater than the actual paid value.when reporting the vat amount, the unit should report the actual net vat amount (excluding urban construction tax and education surcharge). if there is a tax refund that has been completed in the previous year (january 1, 2023 to december 31, 2023), the corresponding tax amount needs to be deducted; if the refund was not completed in the previous year, the corresponding tax amount does not need to be deducted. the reported tax amount must not be greater than the actual vat amount paid into the warehouse, otherwise it will not pass the review.
4.click the "submit application" button.for family applications, after all family members have confirmed their willingness, the main applicant needs to click the "submit application" button to complete the application. once the family application is submitted, the application status will be changed to "submitted, pending review". the main applicant can click "my family application" in the "user center" of the beijing passenger car index control management information system to check whether the application has been completed.
enterprises should carefully check the information such as "name of applicant unit", "unified social credit code", "actual total amount of value-added tax paid", etc. after confirming that they are correct, click the "submit" button to complete the application.
5.audit and review.after the application deadline on october 8, all application information cannot be modified. starting from october 9, the relevant departments will review the application information. during the review period, applicants must ensure that their id card or residence permit, work residence permit, passport, driver's license and other documents are valid in order to pass the review. the review results will be announced on november 9 in the beijing passenger car index control management information system, and applicants can log in and view them. if you have any objections to the review results, you can submit a review application to the review department before november 23 (within 15 days).
important reminder: according to article 33 of the implementation rules of the interim regulations on the control of the number of passenger cars in beijing (revised in 2020), if the public security, judicial and other authorities have investigated and confirmed that there has been buying, selling, selling in disguise, renting or leasing, lending or borrowing of passenger car quota confirmation notices, the quota management agency will announce the quota as invalid; if the quota has been used to complete vehicle registration, the traffic management department of the public security agency will cancel the motor vehicle registration in accordance with the law, and the quota management agency will announce the quota as invalid. at the same time, quota applications submitted by relevant applicants will not be accepted within three years.
