on september 20, the 10th sichuan agricultural expo officially opened. this agricultural expo set up 39 underdeveloped counties' selected product exhibition areas for the first time. at the booth of sichuan development (holdings) co., ltd. (referred to as "sichuan development"), a story line of a state-owned enterprise "hand in hand" with two underdeveloped counties, mabian county, leshan city and baiyu county, ganzi prefecture, for nearly ten years attracted the attention of reporters.
"from the poverty alleviation campaign that began in 2015, to the launch of rural revitalization in 2021, to today's bottom-up assistance, we have explored a three-in-one comprehensive assistance model of 'industrial investment promotion + intellectual education support + improvement of people's livelihood support.' looking back on the nearly ten-year pairing process, the relevant person in charge of sichuan development summed it up this way.
what is the extension of this story line? "the key to development and assistance is to focus on industry," said the above person in charge.
dexi village in baiyu county, 110 kilometers away from the county seat, is a remote and backward area in the county, and 40% of the villagers are prone to falling back into poverty. despite its remoteness and backwardness, it has rich red resources.
in 2015, sichuan development officially assisted baiyu county. at that time, the national highway connecting dexi village and the county seat was also under reconstruction, and this remote mountain village came into the sight of the assistance team. with improved transportation conditions, can dexi village develop red tourism? with the support of the baiyu county party committee and the county government, this village officially sorted out the local red culture for the first time.
red culture, hot spring resources, ethnic customs... once sorted out, the advantages of this remote village stand out. sichuan development decided to donate 8 million yuan as the equity capital of the collective economic organization of dexi village to build and operate the dexi village "red spring valley" cultural tourism industry project, bringing a new economic growth point to dexi village.
at present, the main framework construction of the project, including the red education theme pavilion, hot spring pool function room, and four homestay buildings, has been completed.
"this is the first industrial project of dexi village's collective economy. after it is put into operation, it will bring a guaranteed dividend of no less than 5% of the equity investment to dexi village's collective economy every year. not only that, after the project is completed, it will provide convenience for the living facilities of about 10,000 transportation builders nearby, and provide new jobs for the people who have been relocated and resettled in dexi village." a relevant person in charge of sichuan development introduced.
mabian county, leshan city, which is nearly 1,000 kilometers away from baiyu county, also "connected" with sichuan development in 2015. unlike baiyu county, mabian county has outstanding resource advantages. relying on local advantageous resources, sichuan development invested 1.5 billion yuan to build the tianrui mining phosphate mining project. so far, the company has paid nearly 100 million yuan in taxes and fees, creating more than 1,200 jobs.
at this agricultural expo, the story line between sichuan development and baiyu county and mabian county did not come to an end. in september last year, the bottom-up support work for 39 underdeveloped counties was launched. the company formulated the "2024 bottom-up support work plan", forming a set of quantifiable, operational and implementable support work guidelines, which provided a work guide for the company to support the revitalization and development of underdeveloped counties.
from baiyu county to mabian county, this story line of assistance spanning thousands of miles is continuing to be written.
