jin xiandong said that the national development and reform commission insisted on ensuring food security as the bottom line, developed food sources in multiple ways, and implemented the big food concept, achieving positive results. first, the grain production capacity continued to improve. in 2023, the total grain output reached 1.39 trillion jin, stabilizing at more than 1.3 trillion jin for nine consecutive years; the per capita grain possession reached 493 kilograms, significantly higher than the 400 kilograms food security line.
second, food supply will be more abundant and diversified. in 2023, forest food production will exceed 200 million tons, becoming the third largest agricultural product after grain and vegetables; aquatic product production will reach 71.16 million tons, ranking first in the world; pork, beef, mutton and poultry production will reach 96.41 million tons, an increase of 17.3% over 2012.
third, the level of food safety has been continuously improved. at present, my country has issued more than 1,600 national food safety standards, and food pollution and harmful factor monitoring has covered 99% of counties and cities.
fourth, agricultural science and technology support has been significantly enhanced. in 2023, the contribution rate of agricultural science and technology progress will reach 63.2%, an increase of 8.7 percentage points over the level in 2012; the comprehensive mechanization rate of crop cultivation and harvesting will exceed 73%, an increase of more than 16 percentage points over the level in 2012.
jin xiandong said that in the next step, the national development and reform commission will earnestly implement the decisions and arrangements of the cpc central committee and the state council, actively explore and utilize the advantages of big food resources, vigorously and orderly promote the development of the big food industry, and provide a good policy environment for implementing the big food concept.
first, optimize the top-level design. promote the implementation of relevant guiding opinions, clarify the strategic ideas, key tasks, and guarantee measures for the implementation of the big food concept. speed up the optimization of relevant management mechanisms and promote relevant departments to solve the problem of "one-size-fits-all" management policies such as environmental protection and land.
second, development should be based on local conditions. the national development and reform commission will work with relevant departments to study and establish statistical monitoring indicators and work systems for large-scale food, launch a survey of large-scale food resources and industries, and develop various food resources based on local conditions, so that where it is suitable for grain, it can be used for food, where it is suitable for economic production, where it is suitable for animal husbandry, where it is suitable for fishing, and where it is suitable for forestry, it can be used for forestry.
