recently, zhang dengli, a "quasi-post-85" cadre from guizhou, took up the post of deputy secretary of the danzhai county party committee and director of the jinzhong economic development zone management committee.

on august 25, the organization department of the guizhou provincial party committee issued a pre-appointment announcement for provincial officials, among which zhang dengli was proposed to be nominated as a candidate for county (city, district) mayor.

zhang dengli worked at the guizhou academy of social sciences in his early years, and served as deputy director of the urban economics research institute of the academy. during this period, he was sent to haizi village, jingnan town, xingyi city, qianxinan prefecture as the first secretary as the deputy captain of the synchronous well-off village work team sent by the unit in early 2018. at the same time, he served as a member of the standing committee of the xingyi municipal party committee, deputy mayor, and commander of the poverty alleviation campaign in jingnan town. at the latest in january 2021, zhang dengli took up the post of member of the standing committee of the sansui county party committee and secretary of the wubi street party working committee, and later became a member of the standing committee of the county party committee and executive deputy county magistrate.

another guizhou provincial official who was announced on the same day as zhang dengli was chen lin, who was also proposed to be nominated as a candidate for county (city, district) mayor.

the process of gradually incorporating county-level party and government leaders into provincial-level cadres has lasted for more than 10 years at the national level.

according to china daily, in july 2009, the ministry of finance issued the "opinions on promoting the reform of direct provincial management of county fiscal affairs", proposing that the "direct provincial management of county" fiscal reform be implemented in most regions before the end of 2012.

however, the province directly manages the counties, so there is an earlier timetable for the county party secretary.

according to china newsweek, since 2006, provinces such as guangdong and jiangsu have begun to raise the rank of county party secretaries, with the emergence of deputy-department and full-department level county party secretaries, and municipal party committee standing committee members concurrently serving as county party committee secretaries.

in february this year, the organization department of the jiangsu provincial party committee issued a pre-appointment announcement for provincial-level leading cadres in jiangsu province: zhang qibing, male, han nationality, born in november 1978, university degree, master's degree, member of the communist party of china, then deputy secretary and county magistrate of donghai county, and is expected to be appointed as secretary of the county (city, district) party committee.

in october 2023, the organization department of the zhejiang provincial party committee issued a pre-appointment announcement of cadres: zheng yuntao, male, han nationality, born in february 1982, a graduate student, a member of the communist party of china, then member of the standing committee of the yongkang municipal party committee and deputy mayor (executive), was proposed to be nominated as a candidate for county (city, district) mayor.

it is worth mentioning that as the only provincial-level special economic zone in the country, hainan province also has many "special" features in its administrative management system. there is no regional level between the province and the county, and the county level is directly governed by the province, which is one of the "special" features. the standard structure of these provincially-administered counties is still at the director level, but the position of county party secretary is usually held by a "high-ranking" cadre.

the pre-appointment announcement of county heads in hainan province is also issued by the provincial party committee organization department. for example, in november 2021, the hainan provincial party committee organization department issued a public announcement of candidates for appointment: liang ming, male, li nationality, born in april 1981, university, bachelor of economics, member of the communist party of china, then deputy director of the coordination and guidance department of the free trade office of the chongqing municipal commission of commerce, proposed to be the deputy secretary of the county (city) party committee, and nominated as the candidate for county (city) head of the county (city) people's government.
