narrowing the gap in compulsory education is a prerequisite for achieving equality in the starting point of education. ningbo has continuously narrowed the gap in compulsory education between urban and rural areas, regions, schools, and groups, and built a high-quality and balanced basic public education service system.

in terms of education investment guarantee, ningbo strictly implements the "two only increase, not decrease" policy. in 2023, the investment in compulsory education will exceed 22.3 billion yuan, an increase of 6% over the previous year. the per capita public funds for compulsory education in primary and secondary schools have reached more than 1.5 times the provincial standard. 600 million yuan of municipal coordinated funds have been allocated to precisely support compulsory education, and the per capita funds for urban and rural students are basically the same. an innovative incentive mechanism for teacher establishment has been established, with a focus on "double reduction" and teaching and student assistance. since last year, 6,797 new establishments have been added. for four consecutive years, the expansion of primary and secondary school places has been regarded as an annual livelihood project, and a total of 322 primary and secondary schools have been renovated and expanded, adding 164,391 places.

in terms of policy guidance, ningbo has allocated more than 60% of the enrollment quotas of 22 high-quality high schools in the city to urban and rural schools in a balanced manner according to the number of students, thereby enhancing the attractiveness of rural schools from the source. all 603 public compulsory education schools in the city have participated in the construction of the "teaching community", with a coverage rate of 100%. the "four common" goals of teaching and research co-construction, activity integration, resource sharing, and cultural symbiosis have been proposed to drive the overall improvement of the quality of compulsory education schools.
