lithium-ion batteries have the advantages of being small, light and long-lasting, but they have a high energy density and the organic electrolyte inside is chemically active, which can easily cause safety accidents such as combustion and explosion if used improperly. it is estimated that as of now, the number of electric bicycles equipped with lithium-ion batteries in the society has exceeded 50 million, and many of the batteries have been used for 3 years or even longer.

in the past two years, electric bicycle fire accidents have been frequent, many of which were caused by lithium-ion battery failures. according to statistics from the national fire and rescue bureau, 18,000 and 21,000 electric bicycle fires were reported nationwide in 2022 and 2023, respectively, up 23.4% and 17.4% year-on-year.

the health assessment guidelines apply to lithium-ion batteries for electric bicycles that have entered the use stage. whether they are well-known brand lithium-ion batteries purchased from formal channels, lithium-ion batteries purchased from informal battery workshops, or even lithium-ion batteries assembled and modified by consumers themselves, as long as they are used in electric bicycle products, they are all subject to this guideline.

according to the health assessment guidelines, during the full-chain rectification campaign for electric bicycle safety hazards, local governments will rely on qualified inspection and testing institutions, third-party laboratories, and electric bicycle and lithium-ion battery sales outlets, etc., to determine health assessment outlets through necessary procedures, and announce the outlet list and addresses to the public through government websites and other channels.

at present, local governments are actively building a lithium-ion battery recycling system in accordance with the state council's unified deployment of the full chain of rectification of safety hazards of electric bicycles to ensure that lithium-ion batteries with health hazards are "collected as much as possible."
