the implementation plan clearly states that consumers who return old lithium-ion battery electric bicycles and exchange them for lead-acid battery electric bicycles can be given more subsidies. the batteries of the lithium-ion battery electric bicycles purchased should also comply with the requirements of the safety technical specifications for lithium-ion batteries for electric bicycles (gb 43854).
wang peng introduced that lead-acid batteries are safer, cheaper, more environmentally adaptable, more rechargeable, and have relatively low recycling costs. from the perspectives of safety, environmental protection, and industrial structure optimization, subsidies for lead-acid battery electric bicycles should indeed be increased. for lithium-ion batteries, before the relevant standards officially take effect, the industry's awareness of the new standards should be improved, technical standards training should be carried out, and the safety and compliance of newly produced and sold batteries should be ensured.
