the implementation plan clearly states that consumers who return old lithium-ion battery electric bicycles and exchange them for lead-acid battery electric bicycles can be given more subsidies. the batteries of the lithium-ion battery electric bicycles purchased should also comply with the requirements of the safety technical specifications for lithium-ion batteries for electric bicycles (gb 43854).
wang peng introduced that lead-acid batteries are safer, cheaper, more environmentally adaptable, more rechargeable, and have relatively low recycling costs. from the perspectives of safety, environmental protection, and industrial structure optimization, subsidies for lead-acid battery electric bicycles should indeed be increased. for lithium-ion batteries, before the relevant standards officially take effect, the industry's awareness of the new standards should be improved, technical standards training should be carried out, and the safety and compliance of newly produced and sold batteries should be ensured.
the implementation plan encourages relevant enterprises to integrate upstream and downstream resources and set up online and offline special areas to facilitate the general public to trade in old vehicles for new ones. wang peng said that resource integration is related to many aspects such as vehicle and battery production, logistics distribution, and battery recycling, and a stable supply chain system should be established. on the other hand, information sharing should be strengthened to achieve coordination in multiple links of production, sales, and recycling. online, preferential policy publicity can be strengthened in various forms, and consumers can be provided with appointment, purchase and other services. offline, evaluation, display and other services should be provided.
