The procuratorate accused Hao Hongjun of illegally accepting property directly or through others, totaling more than RMB 74.98 million.

The People's Procuratorate of Handan City, Hebei Province, filed an indictment alleging that from January 2006 to before the Spring Festival of 2023, the defendant Hao Hongjun used the convenience of his positions as deputy mayor of Yingkou City, Liaoning Province, secretary of the Party Committee and director of the Municipal Public Security Bureau, member of the Standing Committee of the Fushun Municipal Party Committee and secretary of the Municipal Commission for Discipline Inspection, member of the Standing Committee of the Dalian Municipal Party Committee, secretary of the Municipal Commission for Discipline Inspection and director of the Supervisory Committee, deputy secretary of the Liaoning Provincial Commission for Discipline Inspection and deputy director of the Supervisory Committee, and chairman of the Dalian CPPCC, as well as the convenience formed by his power or status, to provide assistance to relevant units and individuals in matters such as bank share purchase and transfer, project contracting, commodity sales, case handling, and job promotion, and directly or through others illegally accepted property totaling more than RMB 74.98 million. The procuratorate proposed to investigate Hao Hongjun's criminal responsibility for the crime of accepting bribes.

According to his public resume, Hao Hongjun, born in 1962, has served as director and party secretary of the Fuxin Municipal Public Security Bureau, and deputy mayor and director of the Yingkou Municipal Public Security Bureau.

In addition, Hao Hongjun has worked in the discipline inspection and supervision system for many years. Before 2016, Hao Hongjun served as a member of the Standing Committee of the Fushun Municipal Party Committee and Secretary of the Fushun Municipal Discipline Inspection Commission. In June 2016, Hao Hongjun came to Dalian to serve as a member of the Standing Committee of the Municipal Party Committee and Secretary of the Discipline Inspection Commission. In December 2019, Hao Hongjun entered the Liaoning Provincial Discipline Inspection Commission as deputy secretary. In January 2020, he began to serve as deputy secretary of the Liaoning Provincial Discipline Inspection Commission and deputy director of the Liaoning Provincial Supervision Commission until January 2022, when he became chairman of the Dalian CPPCC.

On February 5, 2023, the Central Commission for Discipline Inspection and the National Supervisory Commission announced that Hao Hongjun was suspected of serious violations of discipline and laws and was subject to disciplinary review and supervisory investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.

On July 27 of the same year, the website of the Central Commission for Discipline Inspection and the National Supervisory Commission issued a notice that Hao Hongjun was "double-opened". After investigation, it was found that Hao Hongjun had lost his ideals and beliefs, abandoned his duties and missions, resisted organizational review, and engaged in superstitious activities; he ignored the spirit of the Central Committee's eight regulations, entered and exited private clubs in violation of regulations, accepted travel arrangements by private business owners, and borrowed vehicles of management and service objects for a long time; he violated organizational principles, failed to report personal matters in accordance with regulations, did not truthfully explain the problems during interviews and letters of inquiry, and sought benefits for others in the selection and appointment of cadres, which undermined the atmosphere of selecting and employing people in the unit where he worked; he had no sense of discipline, accepted gifts and money wantonly, and used his power to profit from the business activities of his relatives; he alienated the power granted by the Party and the people into a tool for personal gain, violated discipline in the enforcement of discipline and law in the enforcement of law, and intervened in the handling of cases wantonly, which seriously undermined the image of discipline inspection and supervision cadres; he was willing to be "hunted", colluded with illegal business owners, engaged in power-for-money transactions, used the convenience of his position to seek benefits for others in business operations and project contracting, and illegally accepted huge amounts of property.
