She found that there were many problems with electric bicycle charging and swapping cabinets, such as the spacing between cabinets being less than the prescribed distance, a lack of fire-fighting facilities and fire-extinguishing equipment, undrawn isolation lines, no solid concrete floors, more than the prescribed number of areas in the same battery swapping area, and debris piled up around the area... "If these problems are not resolved, the risk of fire accidents will increase, posing a hidden danger to the lives and property safety of the surrounding people," said Wang Lingxia.
In order to effectively solve the hidden dangers, the Public Interest Litigation Procuratorate of Fengtai District Procuratorate held a joint meeting of prosecutors to study the responsible parties, clarify the legal basis, and formulate a supervision plan. Because there are many charging and swapping cabinets involved and they are widely distributed, the public interest litigation prosecutors acted separately and were divided into different case handling teams according to the streets. Through a comprehensive survey of the charging and swapping cabinets in crowded places such as residential areas, shopping malls, and office buildings, 25 administrative public interest litigation cases were finally filed and 18 procuratorial recommendations were issued to relevant administrative agencies.
After receiving the prosecutor's suggestions, the administrative authorities strengthened their coordinated performance of duties, carried out rectification as soon as possible, conducted a comprehensive survey of charging and swapping cabinets in the entire district, continued to supervise all rectifications, and formulated relevant documents to further improve the rectification of fire hazards in electric bicycle charging and swapping cabinets, and clarified the construction standards again.
