[Global Network Financial Comprehensive Report] Recently, the Ministry of Industry and Information Technology, the Ministry of Transport, the Ministry of Public Security, the Ministry of Commerce, the Ministry of Emergency Management, the State Administration for Market Regulation, the State Administration of Financial Supervision and the National Fire Rescue Administration jointly issued the "Announcement on the Safe and Orderly Replacement of Power Batteries for Old New Energy Urban Buses" (No. 22 of 2024) (hereinafter referred to as the "Announcement"), aiming to thoroughly implement the spirit of the "Notice on Issuance of the State Council" (Guo Fa [2024] No. 7) and effectively ensure the safety and convenience of people's travel.

The Notice emphasizes that the replacement of power batteries for new energy city buses must be carried out under the premise of ensuring the safety of the entire vehicle. The operating companies and power battery replacement service providers involved in the replacement must have legal person status and strictly follow the principle of "whoever advocates, whoever is responsible; whoever replaces, whoever is responsible" to implement the main responsibility for safety and ensure the safety and controllability of the entire replacement process.

Regarding the high standard requirements for power battery performance, the Notice clearly states that the power batteries used for replacement must meet mandatory national standards such as GB 38031 "Safety requirements for power batteries for electric vehicles", and it is also recommended to meet recommended national standards such as GB/T 31484 "Requirements and test methods for cycle life of power batteries for electric vehicles" and GB/T 31486 "Requirements and test methods for electrical performance of power batteries for electric vehicles" to ensure excellent battery performance, safety and reliability. In addition, the waste power batteries generated during the replacement process must be transferred to regular recycling service outlets, and the relevant entities must upload traceability information in accordance with regulations to achieve tracking management throughout the life cycle.

In terms of vehicle performance, the "Announcement" shows that the performance of new energy city buses after replacing the power battery must meet a series of mandatory national standards such as GB 7258 "Technical Conditions for Motor Vehicle Operation Safety" and GB 38900 "Motor Vehicle Safety Technical Inspection Items and Methods" to ensure that the vehicle meets the standards in terms of driving safety, environmental protection and energy saving.

For vehicles that have replaced their power batteries, the announcement requires strict implementation of annual inspections, safety management, defect recalls, accident investigations, and scrapping and recycling in accordance with relevant laws and regulations such as the Road Traffic Safety Law of the People's Republic of China and the Work Safety Law of the People's Republic of China. This series of measures aims to build a complete vehicle management system to ensure the safety of the entire chain from replacement to scrapping of vehicles.
