On July 21, the "Decision of the CPC Central Committee on Further Comprehensively Deepening Reform and Promoting China's Modernization" (hereinafter referred to as the "Decision"), which was reviewed and approved at the Third Plenary Session of the 20th CPC Central Committee, responded to the above questions. The "Decision" proposed that the reform tasks proposed in the "Decision" should be completed by 2029, the 80th anniversary of the founding of the People's Republic of China.

Liu Yuanchun, president of Shanghai University of Finance and Economics, pointed out that the next five years to 2029 will be a critical period for great power game and for the transition from unequal game to equal game; it will also be a critical period for China to cross the middle-income trap; it will be a critical five-year period for China to break through the "Joseph Needham Mystery" and use the new national system to achieve a comprehensive breakthrough in new quality productivity; it will also be a critical five years for comprehensive risk control.
