Procuratorial organs in Beijing and Hebei cooperate to protect the Ming Great Wall
"Look, the abandoned houses in the farm have been demolished." "The area around the Great Wall is lush and green, full of vitality." In early August, police officers from the public interest litigation departments of the Beijing Municipal Procuratorate, the Mentougou District Procuratorate of Beijing, and the Huailai County Procuratorate of Hebei Province stood at the edge of the Great Wall in Shuitou Village and sighed with satisfaction.
The Great Wall in the Beijing-Tianjin-Hebei region is geographically connected. At the junction of Mentougou District, Beijing and Huailai County, Hebei Province, lies the Ming Great Wall of Shuitou Village. In early April this year, the Beijing Municipal Procuratorate commissioned the Space Information Innovation Research Institute of the Chinese Academy of Sciences to conduct remote sensing monitoring and found that there were suspected new buildings in the construction control zone of the Shuitou Village Great Wall, so the clues were handed over to the Mentougou District Procuratorate for handling.
Following the clues, the police officers of Mentougou District Procuratorate went to the target location and found the target building at the foot of the Great Wall after searching. The police officers of the Procuratorate told reporters that the building covers an area of about 1,100 square meters and is an abandoned farm. "From a distance, the abandoned farm stands at the foot of the mountain, which is out of tune with the surrounding natural scenery and is particularly dazzling."
The Great Wall of Shuitou Village is a key cultural relic protection site. The illegal buildings involved in the case are adjacent to the villages in Huailai County. Because of the jurisdiction of the Great Wall at the border, under the guidance of the Beijing Municipal Procuratorate, the Mentougou District Procuratorate sought assistance from the Huailai County Procuratorate. Relying on the cooperation mechanisms previously established by the procuratorates of the three regions of Beijing, Tianjin and Hebei, such as the "Opinions on the Cooperation Framework of the Procuratorates of Beijing, Tianjin and Hebei to Serve and Guarantee the Coordinated Development of Beijing, Tianjin and Hebei" and the "Procuratorial Co-construction Agreement of the Western Ecological Belt around the Capital", the Mentougou District Procuratorate and the Huailai County Procuratorate decided to jointly handle the case and closely cooperate in the transfer of clues, investigation and evidence collection. During this period, the planning and civil affairs departments of the two places worked together to find out through the query of archival materials that the land involved in the case belonged to Mentougou District, but had been used by Huailai County for a long time.
Under the supervision and promotion of the procuratorates of the two places, the two governments discussed solutions many times and finally decided that the solution would be for the violators to demolish the buildings and restore the original appearance of the land on their own.
During the handling of the case, the experience of the procuratorial organs in cross-regional cooperation in protecting the border Great Wall was solidified in the form of a mechanism. In May this year, the procuratorates of Mentougou District, Changping District, and Yanqing District of Beijing and the procuratorate of Huailai County of Hebei Province jointly signed the "Opinions on Establishing a Cooperation Mechanism for Public Interest Litigation in Cross-regional Great Wall Protection in Northwest Beijing", improving the five major mechanisms of jurisdiction cooperation, clue transfer, joint case handling, consultation, and liaison among the four places, and building a solid judicial barrier for cross-regional Great Wall protection in Beijing and Hebei. By the end of June, the illegal farms and the main buildings had been successfully demolished.
