Joint Press Communiqué of the 9th Lancang-Mekong Cooperation Foreign Ministers' Meeting

1. The 9th Lancang-Mekong Cooperation (hereinafter referred to as "LMC") Foreign Ministers' Meeting was held in Chiang Mai, Thailand. Wang Yi, member of the Political Bureau of the CPC Central Committee and Foreign Minister of the People's Republic of China, and Aisri Pinthatuji, Deputy Foreign Minister of the Kingdom of Thailand, co-chaired the meeting. Deputy Prime Minister and Foreign Minister of the Kingdom of Cambodia Somkintha, Deputy Prime Minister and Foreign Minister of the Lao People's Democratic Republic Saleumxay Kommasith, Deputy Prime Minister and Foreign Minister of the Republic of the Union of Myanmar Than Suw, and Deputy Foreign Minister of the Socialist Republic of Vietnam Nguyen Minh Hang attended the meeting.

2. The heads of delegations reviewed the implementation of the outcomes of the Fourth Lancang-Mekong Cooperation Leaders' Meeting and the Eighth Foreign Ministers' Meeting, and expressed appreciation for the 2023 Progress Report on the Implementation of the Five-Year Action Plan for Lancang-Mekong Cooperation (2023-2027). The heads of delegations agreed that the rapid development momentum of Lancang-Mekong cooperation should be maintained, comprehensive and pragmatic cooperation should be deepened, mutual trust among the six countries should be enhanced, common interests should be expanded, good-neighborly friendship should be further strengthened, and a community with a shared future for Lancang-Mekong countries oriented towards peace and prosperity should be jointly built.

The heads of delegations thanked the Lancang-Mekong Cooperation Special Fund for supporting hundreds of projects submitted by the six countries in the fields of water resources, agriculture, education, poverty reduction, health, women's empowerment, environment, news media, etc. The heads of delegations appreciated the efforts and efficiency of the six countries in implementing the above projects and welcomed the distribution of the "List of Projects Supported by the Lancang-Mekong Cooperation Special Fund in 2024".

4. The Heads of Delegations recalled the Five Principles of Peaceful Coexistence, namely, mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other's internal affairs, equality and mutual benefit, and peaceful coexistence, and reaffirmed that they would promote Lancang-Mekong cooperation in the spirit of extensive consultation, joint contribution and shared benefits, respect the Charter of the United Nations, international law, the Charter of ASEAN and the laws and regulations of each member state, and emphasized the common, comprehensive, cooperative and sustainable vision of peace, development and prosperity. They also encouraged the Lancang-Mekong cooperation to strengthen its docking with China's Belt and Road Initiative, the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, the ASEAN Community Vision 2025, the Master Plan on ASEAN Connectivity 2025, the Work Plan of the ASEAN Integration Initiative, the Three Rivers Mechanism and the China Joint Development Plan, and other Mekong sub-regional cooperation mechanisms to promote the realization of the above vision.
