Recently, at the regular policy briefing held by the Shandong Provincial Government Information Office, the "Several Policy Measures on Further Promoting a Steady and Improving Economy and Improving Quality During Progress" were interpreted. Since the beginning of this year, Shandong Province has thoroughly implemented the "Shandong Consumption Promotion Year" action to promote the continued improvement of the consumer market. In the first half of the year, the total retail sales of consumer goods increased by 5.5% year-on-year, higher than the national average.
At the meeting, it was pointed out that the policy support for the replacement of old consumer goods with new ones should be further strengthened. In terms of automobiles, on the basis of the original "Detailed Implementation Rules for the Replacement of Old Automobiles with New Automobiles Subsidy", the subsidy standards for individual consumers who scrap qualified old passenger cars and purchase new energy passenger cars or fuel passenger cars with a displacement of 2.0 liters or less that are included in the subsidy scope will be increased to 20,000 yuan and 15,000 yuan respectively; relevant funds will be actively coordinated to support the replacement and renewal of passenger cars by individual consumers.
The introduction of this policy has made new energy vehicle owners feel the real benefits and further stimulated consumers' enthusiasm for car purchases. Shandong's cities and counties are also promoting the layout of related industries. Taking Jinan as an example, in the "Jinan City Supports the High-quality Development and Promotion and Application of the New Energy Vehicle Industry Action Plan (2023-2025)", it is proposed that by 2025, more than 5 backbone enterprises of new energy vehicles and more than 10 backbone enterprises of key parts and components will be gathered to form a full-category industrial base for new energy commercial vehicles and passenger vehicles, and the industrial scale will strive to exceed 200 billion yuan; the number of new energy vehicles in the city will reach 250,000, and the city will have built and put into use more than 800 charging and swapping stations, more than 22,000 public and special charging piles, and 10 hydrogen refueling stations (including joint construction stations), achieving full coverage of key application areas.
The consumer side and the service side are equally important in improving the new energy vehicle industry in Jinan. From the consumer side, statistics show that in the first half of this year, the retail sales of new energy vehicles of units above the designated size in Jinan reached 9.4 billion yuan, a year-on-year increase of 15.5%, driving the retail sales of consumer goods of units above the designated size in the city to increase by 1.3 percentage points.
The growth of new energy vehicles in Jinan can be more directly seen from the number of license plates. In the first half of 2024, Jinan registered 215,000 new motor vehicles, including 174,000 cars, a year-on-year increase of 5.68%, and 44,000 new energy vehicles, a year-on-year increase of 40.48%.
On the service side, Jinan has also been making arrangements. Three supercharging stations, including Lianhuashan Supercharging Station and Lushang Guoaocheng Charging Station, five fast charging stations, and 11 charging stations are open and running at the same time, equipped with more than one thousand charging guns to enhance the charging guarantee capacity of new energy vehicles. Supercharging stations can meet the needs of car owners to fully charge in as fast as 10 minutes. Some supercharging stations are close to hub transportation and highway entrances and exits, which also provide power guarantee for long-distance vehicles. According to the requirements of the "Thousand Stations" action plan for charging infrastructure, it is expected that by the end of 2026, 20 integrated "light storage and charging" demonstration stations, 150 standard stations, 200 rural stations, and 10,000 charging guns will be built. By then, the charging station map will be spread throughout the city, solving the "last kilometer" of green travel.
It is worth mentioning that Shandong Province's new energy vehicle subsidy policy is not a temporary measure, but a long-term plan and continuous investment. As early as 2022, Shandong Province issued a new energy vehicle subsidy policy, providing a maximum subsidy of 50,400 yuan per vehicle for non-public new energy vehicles that meet the conditions, and a maximum subsidy of 64,800 yuan per vehicle for public new energy vehicles. The continued implementation of this policy has laid a solid foundation for the rapid development of Shandong Province's new energy vehicle market.
