"Weaving into the lines of autumn geese beyond the clouds, dyeing into the color of spring water in the south of the Yangtze River. Cutting the shirts with wide sleeves and long skirts, ironing the patterns with a golden iron and cutting with a knife." In his poem "Liao Ling", the Tang Dynasty poet Bai Juyi vividly depicts the exquisite craftsmanship and gorgeous colors of Liao Ling made by Zhejiang craftsmen in the Tang Dynasty, which also indirectly reflects the superb craftsmanship of the textile industry and the beauty of clothing at that time.
In Zhejiang, this clothing tradition has been passed down to this day - Hangzhou and Ningbo are two cities at the forefront of the development of the province's modern textile and clothing industry. The former is a nationally renowned "women's clothing capital", and the latter's "Ningbo Men's Wear" is an internationally competitive regional brand. They complement each other's strengths and each has its own merits.
Can these two cities achieve a strong alliance in building a world-class industrial cluster of modern textiles and fashion apparel? On August 13, the 2024 Hangzhou-Ningbo "Tale of Two Cities" consultation and exchange activity was held. Around this "topic", the CPPCCs of Hangzhou and Ningbo conducted consultation and exchange.
With the strong combination, what "gaps" can be filled?
In 2023, the textile and garment industry clusters in Hangzhou and Ningbo both delivered impressive results.
Among them, Hangzhou has 1,079 textile and clothing enterprises above designated size, achieving an industrial added value of 31.455 billion yuan, a year-on-year increase of 1.87%; and a total industrial output value of 178.388 billion yuan, a year-on-year increase of 2.2%. Ningbo has a total of 860 fashion textile and clothing enterprises above designated size, achieving an industrial output value of 127.4 billion yuan.
"Hangzhou and Ningbo both have a mature and complete industrial scale and a good foundation, the world's leading full-link digital empowerment advantages, and rich fashion education and professional talent resources." The Economic Committee of the Hangzhou Municipal Committee of the Chinese People's Political Consultative Conference believes that behind the achievements are the two major cities' years of hard work.
Pressure and achievements coexist. At present, the pace of economic globalization has slowed down, ushering in a new round of industrial changes such as technological innovation and digital transformation. Hangzhou and Ningbo still have many "gaps" to fill in the "joint efforts" of the textile and clothing industries. At the scene, CPPCC members from both places jointly "diagnosed" this issue:
First, the depth of industrial cooperation between the two cities is insufficient, and the cluster linkage empowerment is insufficient. This is reflected in the lack of close communication between similar large enterprises, and the conscious driving effect on small and medium-sized enterprises needs to be strengthened. There are four undergraduate and above universities directly related to textiles and clothing in Hangzhou, Shaoxing and Ningbo, but the cooperation between enterprises and local higher professional colleges has not really taken shape, and the industry has not fully utilized the rich talent resources.
Secondly, the development of the upstream and downstream of the fashion industry chain is unbalanced, and brand empowerment is insufficient. Hangzhou and Ningbo have spawned many well-known brands that are well-known to every household, but compared with the development of the fashion industry and related brands in international fashion capitals such as London, Paris, and New York, the modern textile and clothing industry in Hangzhou and Ningbo is generally at an intermediate stage, with relatively weak original high-end products, making it difficult to achieve "specialization, precision, uniqueness, and innovation" development.
The combination of the two powers requires a "joint force". The CPPCC members present also believed that although Hangzhou and Ningbo have industrial clusters covering the entire industrial chain of chemical fiber, textile, printing and dyeing, and clothing, a close supply and demand relationship has not yet been formed between the industrial clusters, which means that the industrial chain is complete but the cluster synergy is weak. The ability to drive Zhejiang and the Yangtze River Delta region and spread linkage needs to be improved.
To "prescribe the right medicine for the right disease", in which areas can we focus our efforts?

"Brand is the core competitiveness of the fashion apparel industry." Zheng Nianhua, member of the Linping District CPPCC of Hangzhou, vice president of the China National Garment Association, and "mayor" of Yishang Town, proposed that Hangzhou and Ningbo should encourage and support fashion apparel companies to deeply explore the rich historical, cultural and artistic essence of the two places to strengthen the cultural core of the brand, thereby enhancing the influence of the two places' fashion brands on a global scale.
Zhang Yapei, member of the Ningbo CPPCC and chairman of Ningbo Minhe Huitong Group Co., Ltd., agreed with this view. She borrowed the story of Ningbo's "Hongbang tailors" in the TV series "Flowering Flowers" to lead the suggestion of organizing an expert team to conduct in-depth research on the textile history, traditional crafts, and cultural symbols in the Hangzhou-Ningbo area, and to integrate traditional elements into existing fashion brands through modern means to form a unique story and continuity.
In addition to the continuation of tradition, digital technology will become the driving force for industrial development. The Economic Committee of the Hangzhou CPPCC proposed that the two places should work together to activate the new quality factors of fashion technology, build an intelligent and fast-response fashion supply chain, and realize the leap from traditional manufacturing and low-quality production to "scientific and technological intelligent manufacturing" and "cultural intelligent manufacturing".
The Economic Committee of the Ningbo CPPCC suggested supporting Hangzhou's cooperation with clothing design, artificial intelligence, emerging software and other digital technologies and clothing design and manufacturing companies in Ningbo and Shaoxing, promoting cutting-edge creative design, 5G smart measurement, CAD and other virtual simulation, rapid prototyping and other technologies, and at the same time accelerating the construction of future factories (smart factories) and digital workshops in the garment, materials, printing and dyeing links.
Talent is the pillar force that leads and promotes the development of the modern textile and clothing industry. Looking around the world, every world-class fashion industry cluster is backed by internationally renowned fashion schools.
"At present, the supply of mid- to high-end talents to support the construction of world-class industrial clusters in the Hangzhou-Ningbo area is insufficient, the training structure of skilled talents is lacking, and the leading role of academic disciplines is not strong," said Zheng Weidong, member of the Ningbo CPPCC and president of Zhejiang Vocational College of Textile and Garment.
Many CPPCC members present mentioned the "cooperation between government, enterprises and schools". Zheng Nianhua suggested that Hangzhou and Ningbo should build an all-round and multi-level talent exchange and training system to promote the development of original design and the training of designer talents. To this end, it is necessary to strengthen the close cooperation between Zhejiang Sci-Tech University, China Academy of Art, Ningbo University and other universities and scientific research institutes and enterprises to form an innovative model integrating production, learning, research and application.
“When brothers work together, they can break metal.” Zheng Nianhua said that although Hangzhou and Ningbo have their own characteristics and advantages in the development of the fashion clothing industry, it is precisely this differentiated advantage that provides a unique opportunity for the two places to work together. “Only through in-depth cooperation and the superposition of our respective advantages can we create a world-class fashion clothing industry cluster with strong international competitiveness.”
