The Third Plenary Session of the 20th CPC Central Committee has scientifically drawn up a grand blueprint for further deepening reform to promote Chinese-style modernization. It is a general mobilization and deployment to promote the comprehensive deepening of reform in the new era and new journey to advance in breadth and depth. The plenary session made systematic arrangements for deepening the reform of state-owned assets and state-owned enterprises, and clearly proposed "promoting the optimization of the layout and structural adjustment of the state-owned economy, promoting the strengthening, optimization and expansion of state-owned capital and state-owned enterprises, enhancing core functions and improving core competitiveness", which pointed out the direction for the reform and development of state-owned central enterprises and provided a fundamental guideline.
The core function is a concentrated reflection of the value and status of an enterprise. Core competitiveness is the unique ability of an enterprise to maintain its advantages in market competition and achieve long-term success. It is composed of unique products, technologies, talents, management and culture, and is a comprehensive reflection of the "hard power" and "soft power" of an enterprise. State-owned enterprises are an important carrier of the state-owned economy, the main form of realization of the public ownership economy, and an important guarantee of the attributes of the socialist system. Their core functions are directly related to the dominant position of state-owned enterprises in the public ownership, serving major national strategies, and related to the national economy and people's livelihood. The focus is on giving full play to the three major roles of scientific and technological innovation, industrial control, and security support; their core competitiveness also includes unique advantages such as the leadership of the Party, and has distinct Chinese characteristics, industrial characteristics and property rights characteristics. At present, the internal and external environment facing the development of state-owned enterprises has undergone profound changes. It is of great significance to further deepen reforms, enhance core functions and enhance core competitiveness.
