On April 19, 1984, the Central Committee of the Communist Party of China issued a notice on the printing and distribution of Comrade Peng Zhen’s speeches at two symposiums. The notice pointed out that the Central Committee agreed with Comrade Peng Zhen’s “Main Points of Speech at the Symposium of Responsible Comrades of the Standing Committees of the People’s Congresses of Provinces, Autonomous Regions and Municipalities Directly under the Central Government” and “Main Points of Speech at the Symposium of Members of the Standing Committee of the National People’s Congress in Beijing”. The Central Committee believes that strengthening the work and construction of the Standing Committees of the People’s Congresses at all levels is an important link in improving the fundamental political system of the people’s congress system in my country, and plays an important role in developing socialist democracy and improving socialist rule of law. Party committees at all levels are requested to strengthen their leadership over the Standing Committees of the People’s Congresses, discuss the work of the Standing Committees of the People’s Congresses regularly, support the Standing Committees of the People’s Congresses in exercising their powers in accordance with the law, and give full play to the role of the state power organ. All matters that must be reviewed and decided by the People’s Congress or the Standing Committee of the People’s Congress as stipulated by the Constitution and laws must be submitted to the People’s Congress or the Standing Committee of the People’s Congress for review and decision. In order to facilitate the work of the Standing Committees of the People’s Congresses to obtain the leadership and support of the Party Committee in a timely manner, the Central Committee decided that if the chairpersons of the Standing Committees of the People’s Congresses at all levels are not members of the Standing Committee of the Party Committee, they should attend the meetings of the Standing Committee of the Party Committee.
On January 24 of the same year, the Standing Committee of the National People's Congress held a symposium with its members in Beijing. Chairman Peng Zhen pointed out that the task of the National People's Congress and its Standing Committee is to review and decide on fundamental, long-term and major issues of the country. The National People's Congress and its Standing Committee cannot replace the work of the government and the judiciary. The National People's Congress is a collective responsibility system, exercising its powers collectively and making decisions collectively.
On March 13 of the same year, the Standing Committee of the National People's Congress held a symposium with responsible comrades of the Standing Committees of the People's Congresses of provinces, autonomous regions, and municipalities directly under the Central Government. Chairman Peng Zhen pointed out that the work of the Standing Committee of the National People's Congress is still in the process of major transformation. During the war, we mainly relied on policies. Now we must transition from relying on policies to not only relying on policies, but also establishing and improving the legal system and doing things according to the law. First, there must be laws to follow, and second, we must do things according to the law.
Since January 1980, the Standing Committees of the People's Congresses at all levels in our province have been gradually established under the care of the Provincial Party Committee and Party Committees at all levels. By the beginning of 1985, the Standing Committee of the Provincial People's Congress had five committees, namely, finance and economics, law, ethnicity, education, science, culture, health, and representative qualification review, and an office. In September of the same year, the Standing Committee of the Provincial People's Congress formulated 27 local regulations (including one formulated by the Provincial People's Congress) and approved 7 flexible provisions for the implementation of laws formulated by the People's Congresses and their Standing Committees of the ethnic autonomous regions of the province. Before and after the promulgation of the new constitution, the Standing Committee of the Provincial People's Congress organized study and discussion throughout the province, and promoted the people's congress system in combination with the nature, tasks and functions of the local people's congresses. In order to strengthen the connection between the Standing Committee of the Provincial People's Congress and the Standing Committees of the counties, cities (special zones) under the jurisdiction of various regions, the 9th meeting of the Standing Committee of the Provincial People's Congress decided to set up liaison offices of the Standing Committee of the Provincial People's Congress in Zunyi, Bijie, Tongren and Anshun under the direct leadership of the Prefectural Party Committee. Since the establishment of the liaison offices, meetings of directors of the Standing Committees of the County People's Congresses have been held to discuss issues in the work of the People's Congresses, which has played a good role in strengthening the work of the Standing Committees of the People's Congresses.
In order to implement the spirit of the National Party Congress and the notice issued by the CPC Central Committee on the printing and distribution of Comrade Peng Zhen's speech at the two symposiums, the Guizhou Provincial People's Congress Work Experience Exchange Meeting was held in Guiyang from December 5 to 11, 1985. The then Secretary of the Provincial Party Committee Hu Jintao, Chairman of the Provincial People's Congress Standing Committee Zhang Yuhuan, Governor Wang Chaowen, and the Standing Committees of the People's Congresses of autonomous prefectures, municipalities and some counties (autonomous counties, cities, special zones, districts), the Provincial People's Congress Standing Committee Regional Liaison Office and relevant provincial departments, a total of 118 people attended the meeting.
Hu Jintao spoke about three issues at the time: first, strengthening socialist democracy and the rule of law is an urgent and important task in socialist modernization; second, vigorously improving the understanding of the people's congress system and the status and role of local people's congress standing committees at all levels; third, party committees at all levels should strengthen their leadership over the work of the people's congresses, care about and support the work of local people's congress standing committees. Through this meeting, the comrades attending the meeting improved their understanding of the nature, status, role and powers of the people's congresses and their standing committees, further clarified the guiding principles and main tasks of the work of the people's congresses, corrected some wrong views, and strengthened their confidence and sense of responsibility in doing a good job in the work of the people's congresses.
The meeting further clarified the construction of working institutions of the Standing Committees of the People's Congresses at all levels. It was required to form a ladder structure by deploying capable staff in accordance with the principles of streamlining and efficiency and the requirements of the "four modernizations" of cadres. Regarding staff establishment, it was reiterated that the decision of the Provincial Party Committee Standing Committee meeting on October 12, 1984 should be implemented. In addition to the director and deputy director, the county-level Standing Committees of the People's Congresses should be staffed with 30 people in large counties, 20 in medium-sized counties, and 15 in small counties. The office space, staff dormitories, and transportation facilities of the Standing Committees of the People's Congresses of prefectures, cities, and counties and regional liaison offices should be solved as soon as possible.
This meeting further unified thinking, explored and summarized the characteristics and rules of the work of local people's congress standing committees in the past five years, and especially made great efforts to solve the staffing and office space problems of the people's congress standing committees at all levels, laying a solid foundation for the province to do a better job in the work of the people's congress standing committees at all levels.
