Recently, the Guangdong Provincial Department of Education launched the Guangdong People's Voice Hotline. The program focused on issues such as "A vocational college in Guangzhou only provides accommodation for two years in a three-year junior college program", "It is difficult to buy a house and get a household registration in Sanshui, Foshan", and "Many public high schools in Zhanjiang illegally recruit repeaters".
The juniors-to-be have to vacate their dorms for the freshmen?
Recently, Guangzhou Donghua Vocational College's 2022 junior students reported that before the summer vacation this year, the school notified that all sophomores needed to move out of their dormitories before the start of their junior year due to course and job matching. The school teacher said that all sophomores in the school have moved out, and some of the original sophomore dormitories have been arranged for freshmen to move in. Students also reported that all junior courses are taught online, but they need to pay the normal tuition ranging from 15,000 to 20,000 yuan. Nearly 200 students in the school have registered for the junior college to undergraduate course and need to return to school to attend classes, and need to rent a house off campus to study.
In this regard, Wang Jianxiong, vice president of Guangzhou Donghua Vocational College, said that the school currently has more than 15,000 beds, which can meet the requirements of students from 2022 to 2024, and the new dormitories have also reached the delivery standards and can be put into use in the next semester. Letting junior students leave school is, on the one hand, to allow students to complete relevant courses in enterprises, and to carry out classroom docking and practical teaching reform; on the other hand, it is because the dormitories need to be maintained and renovated during the holidays. It may be because the counselors did not follow the school's notification release system, and there was a deviation in the information transmission.
Regarding the mode in which all third-year courses are taught online, Wang Jianxiong said that there are two types of courses that are connected to the classroom. One type is public theory courses and professional theory courses that are taught online, which are undertaken by the school. The other type of practical teaching content is completed at the company's post, and the company's instructor is responsible for teaching. Classroom connection requires companies to set aside 0.5 to 1.5 days per weekday for students to study online courses. "We can ensure the quality of students' learning based on their requirements. We can communicate with students and choose the method they need."
In this regard, Shao Yunzhen, deputy director of the Guangdong Provincial Department of Education, said that before the enrollment plan is issued, a comprehensive review of the school conditions will be conducted on each school. The enrollment plan will be issued according to the "shortest board" of the school conditions. In addition, vocational schools should make overall arrangements for internships and dormitory renovations and communicate with students in advance.
Zhang Jiajun, director of the Vocational Education and Lifelong Education Division of the Guangdong Provincial Department of Education, said that regarding the accommodation issue, since the school conditions have been fully taken into consideration when the enrollment plan was issued, "we cannot let senior students leave school or intern early because there are not enough beds. These are serious violations and are absolutely not allowed." Regarding online teaching, the country continues to promote the development and construction of online live broadcast platforms. Online teaching has advantages in promoting large-scale sharing of high-quality educational resources and promoting students to conduct independent learning anytime, anywhere. In 2022, the Provincial Department of Education and the Cyberspace Administration of China put forward requirements for the management of online teaching courses in colleges and universities. Colleges and universities should also consider the nature and characteristics of the courses and choose online education models to conduct courses.
Is it difficult to buy a house, register as a resident and go to school in Sanshui, Foshan?
Foshan's relaxed household registration policy has attracted a large number of non-local people to buy houses and settle down, but the corresponding educational resources seem to be stretched, and it is difficult to get a place for transfer classes. According to local staff, one has to "wait slowly like waiting for a traffic light."
Li Yan, Party Secretary and Director of Foshan Education Bureau, responded: "We are doing our best to provide transfer public school places on the basis of ensuring that all starting grades can attend nearby public schools. At present, the transfer places available in the city can generally meet the requirements, but there is still an imbalance in the supply of places in some areas."
In this regard, Zhao Qi, director of the Basic Education and Informatization Department of the Guangdong Provincial Department of Education, said that the "14th Five-Year Plan" for education development in Guangdong Province mentioned that the allocation of educational resources is not coordinated with the urbanization process, the total amount of high-quality educational resources is insufficient, and the supply of public basic education places in the core area of the Pearl River Delta is tight.
Zhao Qi believes that the government can purchase degrees from private schools, and can also pay a certain fee to private schools to reduce the cost of children and families attending private schools, fulfilling the government's responsibility to provide compulsory education. "With the rapid changes in the population, how to flexibly adjust or enhance the foresight of the allocation of educational resources, we still need to further implement relevant policy requirements, which is the real fundamental solution." Zhao Qi said.
Many public high schools in Zhanjiang are recruiting repeaters
Under the guidance of parents, the reporter consulted the public school Zhanjiang Leizhou No. 8 Middle School as a parent about repeating the exam. The reporter found that Leizhou No. 8 Middle School had inserted repeaters into the classes of freshmen and charged "handling fees" to students with low scores. Wuchuan No. 1 Middle School rented the venue of Wuchuan Experimental School to run a special college entrance examination repeater class.
Chen Sheng, director of the Zhanjiang Municipal Education Bureau, said that last year, two schools involved were suspended and punished. The Education Bureau organizes self-examination and self-correction every year, and investigates clues provided by the public. "Next, we will order the two schools with problems to make rectifications and conduct another inspection of high schools in the city; at the same time, we will also do a good job of policy publicity and guide parents who are willing to repeat their children to study in regular private schools or training institutions."
Shao Yunzhen, deputy director of the Guangdong Provincial Department of Education, said that schools in all regions should learn from this incident and establish a long-term mechanism to prevent a resurgence. "We should also learn from this incident at the provincial level. In addition to Zhanjiang, we should also conduct a large-scale investigation in other places. We will also follow up and supervise today's case."
