According to CCTV News, Harris is scheduled to start her campaign tour in several key "battleground states" on August 6, local time, and may make her first appearance with her selected running mate. On August 4, Harris "interviewed" three potential running mates at her Washington residence. The three are: Minnesota Governor Tim Waltz, Arizona Senator Mark Kelly and Pennsylvania Governor Josh Shapiro. Prior to this, Harris met with Transportation Secretary Pete Buttigieg for 90 minutes on August 2, and met online with Kentucky Governor Andy Beshear, Illinois Governor Jay Robert Pritzker and other potential running mates.

CCTV News reported that the Financial Times had previously listed Shapiro and Kelly as popular candidates. According to Reuters, Waltz is favored by Democratic progressives and young voters for his attacks on Republican presidential candidate and former President Donald Trump.

According to The Paper, Waltz is a Nebraska native who joined the National Guard at the age of 17 and served for 24 years. During this time, Waltz completed his college education. In 1996, Waltz returned to his wife's hometown of Minnesota and participated in Democrat John Kerry's local campaign in 2004. In 2006, Waltz defeated Republican Jill Gutknecht and was successfully elected to the House of Representatives.

Waltz served in the House of Representatives for 12 years, during which time he served on the Agriculture Committee, Armed Services Committee, and Veterans Affairs Committee, accumulating a certain network of contacts. In November 2018, Waltz defeated Republican candidate Jeff Johnson and was elected Governor of Minnesota. During his tenure, he implemented policies with a progressive color, including promoting the campus free lunch program, protecting women's reproductive rights, tax cuts for the middle class, and striving to achieve clean energy by 2040.

Harris is from California and has little influence in rural areas and the Midwest. Some analysts believe that she urgently needs a running mate who has influence in the Midwest or the "Sun Belt" states. Congressman Scholten said that the Democratic Party needs to "refocus on rural voters" and Waltz can help make up for Harris's disadvantage in these areas. The Paper said that there is also a view that Waltz can help the Democratic Party gain support from the white working class in the Midwest.
