On the afternoon of July 30, Shanghai released the "Action Plan for the High-Quality Development of Low-Altitude Economic Industry (2024-2027)" (hereinafter referred to as the "Action Plan"). The "Action Plan" mentioned that Shanghai will work with cities in the Yangtze River Delta to build the first batch of low-altitude inter-provincial aviation cities in the country, initially build a "sea-shore-city" low-altitude smart logistics business system, apply for a pilot project for urban air traffic management, and build a national low-altitude economic industry comprehensive demonstration and leading area, with the scale of core industries reaching more than 50 billion yuan.
The low-altitude economy is based on low-altitude drones and manned aircraft, with the purpose of transporting people, goods, and special operations, and covers a comprehensive industrial chain of related industries such as flight, manufacturing, maintenance, and services. The Three-Year Action Plan for Integrated Development of the Yangtze River Delta Region (2024-2026) clearly states that it supports the development of the low-altitude economy, develops general aviation, accelerates the layout of low-altitude industrial infrastructure construction, and promotes the research and development and manufacturing of related low-altitude products.
From the perspective of the industrial layout of the Yangtze River Delta low-altitude economy, Shanghai has obvious advantages in market environment, industrial foundation, talent resources, etc. The Action Plan clearly states that Shanghai will focus on implementing six major actions, including the cultivation of leading enterprises, the supply of key supporting facilities, the construction of soft and hard facilities, the creation of space carriers, the improvement of management services, and the promotion of commercial scenarios, in order to comprehensively improve the level of industrial systematization.
Nanjing, Suzhou and Wuxi in Jiangsu have successively issued relevant policies to focus on the layout of low-altitude economy. Among them, Nanjing is one of the first batch of civil unmanned aviation test areas in Jiangsu; Suzhou has opened 21 low-altitude routes, and the number of flights ranks first in the province; Ehang Intelligent eVTOL Low-altitude Economic Industrial Base and Operation Headquarters Project has settled in Wuxi.

Zhejiang Province has clearly proposed to accelerate the development of Hangzhou and Ningbo into national-level airport economic demonstration zones. Hangzhou is one of the first national civil unmanned aviation test zones and one of the earliest cities to explore the commercial operation of drones in urban scenarios; Ningbo has mature application cases in drone delivery, safety inspections, and intelligent medical supplies transportation.
Anhui Province's low-altitude economic industry is mainly located in Hefei and Wuhu. Among them, Hefei strives to build a "Sky City" with international influence, forming a low-altitude economic industry chain covering complete links such as complete machines, parts, aftermarket, inspection and testing; Wuhu relies on the construction of projects such as Xuanzhou Civil Airport and Sanyuan General Airport to drive the development of upstream and downstream enterprises in the industry chain.
At the same time, the development direction and application focus of cities in the Yangtze River Delta are also different. As an aviation hub in East China and the core city of the Yangtze River Delta metropolitan area, Shanghai will comprehensively build a highland for innovation, commercial application and operation services in the low-altitude economic industry. Specific measures include promoting the commercial application of iconic products of aviation equipment, establishing low-altitude infrastructure and airworthiness testing standards, strengthening low-altitude collaborative management and operation supervision, accelerating innovation breakthroughs in emerging frontier fields, etc., to promote the comprehensive strength of the low-altitude economy in application scenarios such as inter-city transportation, urban public services, urban management, and low-altitude tourism.
Jiangsu focuses on building general airports and improving the supporting infrastructure for low-altitude economy. General airports with production operations and consumer services as the main functions can meet various needs such as aerial inspections, medical rescue, public and commercial flights, and aerial tours. At present, Jiangsu has 31 general airports, ranking third in the country. According to the "Jiangsu Province Medium- and Long-Term General Airport Layout Plan (2018-2035)", by 2035, Jiangsu will build 35 general airports, and the number of general airports in the long term will reach 70, basically covering all counties in the province.
The development of Zhejiang's low-altitude economy mainly focuses on the drone industry. As a national civil unmanned aviation test area, Hangzhou has good basic conditions for the application and exploration of drone scenarios. In terms of the development of the drone industry, Hangzhou relies on the foundation of the digital economy, integrates scientific research forces, and brings together leading drone companies to achieve full coverage of the upstream, midstream and downstream of the industrial chain, including production and manufacturing, technology research and development, commercial applications, and operation services. In the future, Hangzhou plans to develop into one of the most densely populated urban areas for drone take-offs and landings in the country, opening more than 200 drone routes.
Anhui is accelerating the coordinated construction of low-altitude intelligent infrastructure to create a new model of low-altitude tourism. Wuhu has clearly defined the Wuhu Aviation Industrial Park as a carrier to build a domestic general aviation aircraft manufacturing industry base and aviation parts manufacturing base. In addition, Anhui also supports the development of intercity flights based on eVTOL, giving full play to its advantages in landscape resources and red resources, planning low-altitude tourism projects, opening tourist routes connecting scenic spots, resorts, theme parks, etc., and forming a low-altitude tourism network system.
As a representative of new productivity, low-altitude economy is becoming an important force in promoting the integrated development of the Yangtze River Delta. The Yangtze River Delta region has advantages in the aviation industry. In the future, it should actively layout the low-altitude economic track, improve supporting infrastructure, break administrative boundaries, take measures according to local conditions, promote relevant technical exchanges and cooperation, and carry out low-altitude inter-provincial aviation.
