He pointed out that more than 20 years ago, JD was just a 4-square-meter stall in Zhongguancun, Beijing. As of the end of 2023, JD has created high-quality jobs for nearly 620,000 people and has become a new type of entity enterprise that fully supports the expansion of domestic demand, stabilization of employment, promotion of rural revitalization and digital transformation and upgrading of industries. It is the take-off of the non-public economy that makes the rapid development of private enterprises such as JD Group possible.

Cao Peng said that benefiting from the development dividends of reform and opening up, private enterprises also insist on actively fulfilling their social responsibilities. Take JD.com Group as an example. JD.com has signed formal contracts with more than 350,000 of its own delivery personnel, and pays five social insurances and one housing fund for them and purchases commercial insurance. In recent years, more than 1,000 front-line employees of JD Logistics have reached retirement age and have received pensions one after another, realizing "old-age care" and living a secure retirement life.

The plenary session proposed that high-quality development is the primary task of building a modern socialist country in an all-round way. It is necessary to improve the system and mechanism for developing new quality productivity in accordance with local conditions, improve the system for promoting the deep integration of the real economy and the digital economy, improve the system and mechanism for developing the service industry, improve the system and mechanism for modern infrastructure construction, and improve the system for enhancing the resilience and security level of the industrial chain and supply chain.

Cao Peng said that as a technician who has been working in the front line of technological innovation and industrial application for a long time, he also deeply felt the requirements of the times for developing new quality productivity and the clear guidance for the deep integration of the real economy and the digital economy. Based on the new era, JD.com takes "technology-based, making life better" as its corporate mission, and insists on constantly exploring and broadening the boundaries of technological innovation in cutting-edge fields such as artificial intelligence, big data, and cloud computing. Since the comprehensive transformation to technology in early 2017, the JD.com system has invested more than 130 billion yuan in technology. For example, the JD Cloud technology team has continued to focus on the research of localized digital infrastructure, fully supported the deep digitalization of the industry, and created a full set of infrastructure products adapted to localization, promoting the gradual progress of localization substitution from "usable" to "easy to use".
