promoting the high-quality development of rural e-commerce is an important starting point to activate the rural economy, increase farmers' income, and comprehensively promote rural revitalization. talents are an important support for the high-quality development of rural e-commerce. how to continue to strengthen the construction of rural e-commerce talent teams is an important part of the question.
since the 18th national congress of the communist party of my country, the talent pool of china's e-commerce industry has increased significantly. the "china e-commerce talent development report" released by the china international e-commerce center of the ministry of commerce shows that the number of e-commerce practitioners in my country currently exceeds 70 million. as an important part of the market sinking, rural e-commerce has transformed into a new hot spot for the development of the e-commerce industry, and the number of rural e-commerce talents continues to grow. at the same time, a series of policy supports have promoted the cultivation of rural e-commerce talents.
for example, in may 2023, the "action outline to improve national digital literacy and skills" issued by the central cybersecurity and information technology commission proposed to integrate high-quality training resources such as new technology promotion, e-commerce sales, and new media applications to continue to promote farmers' mobile phone use. apply skills training to improve farmers’ ability to use digital “new farm tools”. for another example, in march this year, the "implementation opinions on promoting the high-quality development of rural e-commerce" issued by nine departments including the ministry of commerce proposed to cultivate rural e-commerce leaders, implement a youth rural e-commerce cultivation project, and carry out "young china" live broadcast of agricultural activities. the effective implementation of these policies has promoted the construction and development of e-commerce talent teams.
it should also be noted that there are still some problems that need to be solved in the cultivation of rural e-commerce talents. for example, the overall quality and professional capabilities of rural e-commerce practitioners still need to be improved. there are problems such as quantity rather than quality in rural e-commerce talent training, and the content is miscellaneous but not refined. in this regard, multiple measures must be taken to consolidate support for rural e-commerce talents, and efforts must be made in "attracting talents", "nurturing talents" and "retaining talents".
top-level design “attracts talents”. strengthen policy support, establish special funds for e-commerce development based on the actual needs of e-commerce talents, and provide financial support, loan discounts, tax incentives and other financial support to entrepreneurs and employees. a talent platform can also be built to provide a better communication and matching mechanism for talents and employers by establishing a rural talent market or talent pool. for high-level e-commerce talents, separate talent introduction awards can also be set up to commend talents who have made outstanding contributions to local rural e-commerce, thus fully demonstrating the sincerity in introducing talents.
trinity "cultivating talents". "government, schools and enterprises" can jointly establish a rural e-commerce talent training system to improve the e-commerce awareness and skill level of local talents through vocational education, skills training and other methods. specifically, the government can regularly organize training courses, invite industry experts and e-commerce practitioners to teach rural e-commerce talents, and share the latest e-commerce technology and market trends. strengthen talent services and help them better adapt to rural development needs by providing career planning, employment guidance and other services.
provide good services to “retain talents”. to bring in e-commerce talents, we must also enhance their sense of belonging to retain them. it is necessary to provide "full life cycle" services for talents, stimulate talent vitality, optimize the rural e-commerce ecological environment, upgrade infrastructure and service system construction, and consolidate the software and hardware foundation for talent development. increase investment and transformation of network coverage, logistics and distribution, payment and settlement and other infrastructure in rural areas to improve the accessibility and convenience of rural e-commerce. establish a complete e-commerce talent service system, build public service platforms such as legal demand consultation and conflict and dispute mediation, protect the e-commerce economy, ensure the healthy development of e-commerce industry chain enterprises, and solve the worries of rural e-commerce talents.
