recently, wuhan citizen zhang lin (pseudonym) reported to the public interactive platform "service pai" of the paper that pornographic advertisements appeared on the seats of many shared bicycles in wuhan, and sometimes stickers or seals with pornographic websites and prostitution information were placed on more than a dozen bicycles in a row. zhang lin hopes that relevant departments and shared bicycle companies will pay attention to this issue and take measures to manage it.

on september 26, the paper reporter learned from the 12345 citizen hotline that in response to the above situation, the relevant streets in jiang'an district of wuhan dealt with the small advertisements on the roads in their jurisdiction and contacted bicycle companies to clean them up; labor street on the other side of the huangpu road also arranged personnel to conduct preliminary cleaning (of small advertisements) and contacted shared bicycle companies to strengthen the removal of shared bicycles. due to the high mobility and maneuverability of shared bicycles, labor street will strengthen patrols in the next step and urge the removal of shared bicycles.

the paper previously reported that wuhan citizen zhang lin, who lives in hankou, wuhan, recently discovered shared bicycles with pornographic information at the exits of many subway stations in jiang'an district, especially at the exits of huangpu road, sanyang road, hong kong road and zhuyeshan subway stations.

"after exiting the subway, a whole row of shared bicycles were stamped or posted with small advertisements. most of the information was urls of pornographic websites, as well as gambling websites, invoicing agents, and suspected prostitution solicitation information," he said.

zhang lin also found a similar situation in the xudong business district in wuchang district. "the entire (business district's bicycles) have been infected." the videos and pictures he sent showed that many hellobikes and meituan bikes were labeled with pornographic websites, gambling websites, and information about soliciting prostitution, along with contact information or qr codes. "there were also stickers advertising rentals, seals for licenses, medical insurance withdrawals, and driver's license points, but the most prominent ones were pornographic ads, with not only stamps on the seats but also stickers on the body of the bikes, which was particularly serious."

the paper noted that it is an old problem that shared bicycles have become a carrier of illegal or gray advertisements. in the early days, these advertisements were often posted on the seats or fronts of bicycles in the form of stickers, and then a new form of "stamping" appeared.

in response to the above situation, zhao liangshan, senior partner of shaanxi hengda law firm and well-known public interest lawyer, told the paper that the behavior of the perpetrators posting small advertisements on shared bicycles is not only an uncivilized behavior, but also an illegal behavior. according to article 49 of the "public security administration punishment law", those who intentionally damage public or private property shall be detained for not less than 5 days but not more than 10 days, and may be fined not more than 500 yuan; if the circumstances are serious, they shall be detained for not less than 10 days but not more than 15 days, and may be fined not more than 1,000 yuan. based on this, the perpetrators will face administrative penalties. if serious consequences are caused, they are also suspected of the crime of intentional destruction of property and will be held criminally liable.

zhao liangshan reminded that "psoriasis" advertisements have always been a stubborn problem in urban governance. they not only damage the sanitary environment, but also seriously affect the overall image of the city. the authenticity and reliability of the information published in the advertisements are even more difficult to verify. to manage the chaos of small advertisements, it is necessary for citizens, police, urban management and shared bicycle operators to work together to investigate and clean up the information on the advertisements and hold them accountable in accordance with the law.
