notice on the policy on the minimum purchase price of wheat in 2025-2026

to the development and reform commissions, grain and material reserve bureaus (grain bureaus), finance departments (bureaus), agriculture and rural affairs (agriculture and animal husbandry) departments (bureaus, commissions) of all provinces, autonomous regions, and municipalities directly under the central government, all provincial branches of the agricultural development bank of china, china national grain reserves group co., ltd., cofco corporation, china supply and marketing group co., ltd., and sinochem holdings co., ltd.:
in order to ensure national food security and further improve the minimum purchase price policy for grain, the total purchase amount of wheat at the minimum purchase price will continue to be limited from 2025 to 2026. the specific matters are hereby notified as follows.
1. limiting the total amount of purchases
based on the amount of wheat purchased at the minimum purchase price in recent years, the total amount of wheat purchased at the minimum purchase price each year in 2025 and 2026 is limited to 37 million tons.
2. specific operation method
(i) issued in batches. the total amount of purchases is limited to two batches each year. the first batch is 33.3 million tons, which will not be allocated to provinces; the second batch is 3.7 million tons, which will be allocated to provinces according to purchase needs.
if the national purchase volume of wheat at the minimum purchase price reaches 90% of the first batch, the relevant branches of china national grain and oils corporation should, together with provincial grain and other departments and units, promptly propose the planned quantity of the second batch of purchases in the province. china national grain and oils corporation will coordinate and balance the quantities of each province based on the wheat production, purchase volume, farmers' surplus grain and market prices of the year, and then report to the state administration of grain and material reserves for approval. the state administration of grain and material reserves will announce the second batch purchase volume of each province through the government website. after the first batch of purchases is completed, the relevant provinces will continue to purchase according to the approved second batch volume. when the purchase volume reaches the approved volume of the province, the minimum purchase price purchase of the province will be stopped immediately and will not be started again.
(ii) dynamic monitoring. after launching the minimum purchase price implementation plan, china national grain and oils corporation shall strictly follow the relevant provisions of the plan, strengthen statistical monitoring, and submit the purchase progress to the state administration of grain and material reserves every five days; after launching the second batch of purchases, china national grain and oils corporation shall submit the purchase progress on a daily basis. the state administration of grain and material reserves regularly publishes the total amount of purchases at the minimum purchase price nationwide through the government website. provincial grain and other relevant departments shall conduct timely research and dispatch in combination with the wheat commodity volume and the surplus grain of farmers to fully grasp the progress of grain collection.
iii. relevant requirements
(i) carefully implement the limited purchase policy. as the main body of the minimum purchase price policy, china national grain and oils corporation must strictly implement the purchase policy of limiting the total purchase amount and must not purchase in excess. financial support is limited to the maximum purchase amount under the minimum purchase price policy.
(ii) strengthen market supervision. all localities should earnestly implement the spirit of the reform of the grain storage system, standardize the grain circulation market order, and severely investigate and punish illegal and irregular behaviors in the grain storage process in accordance with laws and regulations.
(iii) promote high-quality grain and high prices. all localities should actively encourage the connection between farmers and enterprises, give full play to the feedback and guidance role of market prices on production, promote the adjustment and optimization of planting structure, and increase the supply of green, high-quality and safe products.
