recently, the ministry of transport and 10 other departments jointly issued the "several measures on accelerating the improvement of transportation services and safety assurance capabilities for new energy vehicle power lithium batteries", which triggered a warm response from the industry. we invited experts who participated in the preparation of the measures to interpret them. this is the second article.

power lithium batteries, new energy vehicles and photovoltaic products are collectively known as the "three new things" of made in china, adding new highlights to made in china. power lithium batteries are the "heart" of new energy vehicles, and transportation is the "artery" supporting the development of the power battery industry and the new energy vehicle industry.


recently, the ministry of transport and 10 other departments jointly issued "several measures on accelerating the improvement of transportation services and safety assurance capabilities for new energy vehicle power lithium batteries" (hereinafter referred to as "several measures"). these measures are problem-oriented, focusing on key links and elements of transportation such as improving the inherent safety of power batteries and improving the efficiency of comprehensive transportation services. they propose 15 supporting policies in five aspects, providing support and guarantee for ensuring the safe, convenient and efficient transportation of power batteries and enhancing the competitiveness of the power battery and new energy industries.


in recent years, sichuan province has achieved remarkable results in the development of the power battery industry. in the first half of 2024, the output of lithium batteries accounted for about one-fifth of the country's total. the sichuan provincial department of transportation focuses on the transportation bottlenecks and difficulties of the power battery industry, organizes vehicle surveys to find out the real situation, and jointly formulates practical policies with scientific research units. based on the layout of the sichuan-chongqing new energy vehicle and power battery industry chain, it jointly launched the "power battery safe, convenient and efficient transportation system" with chongqing city to carry out the pilot application work for the construction of a transportation power country to reduce costs, improve quality and increase efficiency of transportation logistics, and strive to provide more solutions for power battery transportation and explore more feasible paths. the introduction of the "several measures" will provide clear path guidance for the pilot projects of reducing costs, improving quality and increasing efficiency of transportation logistics in sichuan and chongqing, and guide the country to accelerate the construction of a safe, convenient and efficient power battery transportation system.



1. promote power batteries to "get on the train"


regarding railway transportation, the "several measures" proposes to study and formulate conditions for safe railway transportation of power lithium batteries for new energy vehicles, carry out railway trial transportation of power lithium batteries at qualified stations, and promote international railway transportation of power lithium batteries. these measures can effectively solve the current problems of insufficient safety prevention and control technology and insufficient integration with international rules in the transportation of lithium batteries by railway, and help give full play to the transportation advantages of large railway transportation volume, all-weather and low cost, and break the blank of railway lithium battery transportation. sichuan plans to expand the railway transportation channel for power batteries on the basis of summarizing the experience of railway trial transportation of power batteries and improving the conditions for safe railway transportation in the pilot, and build two domestic transportation channels from the yangtze river delta in the east to tibet in the west, connecting guangdong, hong kong and macao in the south and beijing, tianjin and hebei in the north, build a sea-rail transport channel based on the new western land-sea channel, and propose an implementation plan for promoting international railway transportation of power batteries to help sichuan goods and enterprises go overseas.



2. promote the development of power batteries


regarding road transportation, the "several measures" proposes to study and plan regular routes and temporary parking locations for power lithium battery transportation, which can effectively solve the problems of limited parking and holiday transportation of power batteries in road transportation and improve the level of road transportation safety. sichuan plans to focus on the problem of insufficient transportation capacity in the pilot, and jointly study and formulate a conditional exemption system for low-risk power battery road transportation with chongqing, clarify the exemption conditions for enterprises, vehicles, batteries, etc., select qualified enterprises in sichuan and chongqing to carry out pilot projects, and steadily promote the transportation of power battery goods by ordinary trucks on the basis of ensuring transportation safety.



3. pushing power batteries to “overcome the dam”


regarding water transportation, the "several measures" proposes to optimize the declaration procedures for ships carrying power lithium batteries entering and leaving the port, conduct a feasibility study on the passage of ships carrying power lithium batteries through the three gorges ship locks, and promote the first "over-dam" transportation of power lithium batteries. these measures are mainly aimed at the risks of current water transportation of power batteries. sichuan plans to work with provinces along the yangtze river in the pilot to jointly study and formulate a technical plan for the "over-dam" transportation of power batteries, carry out a pilot project for the transportation of power batteries on the yangtze river, accumulate experience for the national water transportation of power batteries, and accelerate the elimination of inland water transportation breakpoints and unblocking channels.



4. promote power batteries to "put on safety helmets"


in view of the inherent safety of power batteries, the "several measures" proposes to formulate hierarchical management requirements for the transportation safety of power lithium batteries, including clarifying the verification of consignment conditions, carriage requirements, transportation access requirements, and transportation control measures for different levels of power lithium batteries. these measures are mainly aimed at improving the safety of the transportation process of power batteries, refining the transportation conditions and requirements through grading and classification, and making different standard transportation plans more practical and detailed, and further strengthening transportation safety guarantees. sichuan plans to develop a thermal stability test platform for power batteries above 100kwh in the pilot project to form a thermal stability test standard for the power battery transportation process.



5. promote the “tightening of rescue ropes” for power batteries


in order to build emergency rescue capabilities for power batteries, the "several measures" proposes to compile and issue the "safety operation guidelines for transportation of power batteries for new energy vehicles" and the "emergency disposal guidelines for transportation of power lithium batteries for new energy vehicles" to guide enterprises to equip themselves with emergency rescue equipment and personal protective equipment, and to carry out personnel training and emergency drills. these measures are preventive and emergency response measures for accidents such as thermal runaway, spontaneous combustion and fires that may occur during transportation of power batteries due to external factors such as collisions, sharp turns or extreme weather, and internal factors such as defects in the quality of lithium batteries. sichuan plans to develop and apply a power battery transportation safety monitoring and emergency response platform in the pilot project to achieve full-factor safety monitoring of the entire transportation process, thermal runaway pre-alarm and emergency response, and strengthen information sharing and collaborative linkage with regulatory authorities.
