first, energy-saving and carbon-reduction transformation will be regarded as an important supporting area for equipment renewal.relevant data show that the annual operating energy consumption of products and equipment in key areas of my country accounts for about 80% of the total national energy consumption. some products and equipment in use consume a lot of energy. because they have not been updated for a long time, the energy utilization efficiency is still relatively low. promoting the renewal and transformation of these equipment is of great significance to accelerating the green transformation of development methods. this time, we have stepped up our efforts to support the "two new" policies. on the basis of equipment renewal and recycling in the fields of industry, environmental infrastructure, transportation, logistics, education, culture and tourism, and medical care, we have expanded the scope of support for ultra-long-term special treasury bonds to equipment renewal in the fields of energy and electricity, old elevators, and energy-saving and carbon-reduction transformation in key industries. the purpose is to promote process updates, digital empowerment, green and low-carbon development, and other industries through expanding the scope, and continuously cultivate new industrial momentum.
the second is to use improving energy efficiency as an important incentive for replacing old consumer goods with new ones.my country is a country with a large number of durable consumer goods, with more than 3 billion household appliances and more than 300 million cars. improving the energy efficiency of these existing products through old-for-new exchanges will help reduce my country's overall energy consumption and carbon emission intensity.
in terms of car scrapping and renewalwe will subsidize 20,000 yuan and 15,000 yuan respectively for the purchase of new energy passenger cars or fuel passenger cars with a displacement of 2.0 liters or less.
in terms of home appliance trade-inwe provide a 15% trade-in subsidy of the old-for-new product price for eight types of household appliances, including refrigerators that meet energy or water efficiency standards of level 2 or above. for products that meet energy or water efficiency standards of level 1 or above, we provide an additional 5% subsidy of the product sales price.
driven by policies, new energy vehicle retail sales reached 1.027 million units in august, a significant increase of 17% month-on-month. the penetration rate of new energy vehicles exceeded 50% for two consecutive months.it is expected that 2 million low-emission standard passenger cars will be phased out throughout the year.
the third is to regard advanced energy consumption and emission levels as an important part of improving standards.another important task in the "two new" policy is to implement standard improvement actions. at present, all 294 national standards to be formulated and revised in the next two years have been approved, of which 70 have been completed and revised and released to the public, covering energy consumption and efficiency, pollutant emissions, production safety, electric vehicles, household appliances, household goods, civil drones and other fields. these standards have played a key role in promoting equipment updates and the replacement of old consumer goods with new ones.
