this forum is hosted by peking university national engineering laboratory for big data analysis and application technology, peking university chongqing big data institute, peking university changsha institute of computing and digital economy, and co-organized by wuhan institute of mathematics and intelligence of wuhan university and hubei national center for applied mathematics.
it is understood that the national engineering laboratory for big data analysis and application technology of peking university has jointly built a digital ecological collaborative innovation platform with many parties, jointly carried out digital ecological index research, and explored digital development and digital governance from the perspective of digital ecology. it has released the digital ecological index for five consecutive years, providing an effective tool for deepening theoretical cognition in various fields, improving the level of practical guidance, and formulating practical policy recommendations.
digital ecology is an ecological system that interacts with natural ecology and social ecology but is relatively independent. among them, data is the core element of digital ecology, government, enterprises, and society are the actors of digital ecology, and digital transformation is the development process of digital ecology. judging from the results of the "digital ecology index 2024", the international digital ecology pattern is still evolving, and the key to the game lies in digital regulation. the digital ecology pattern in provincial-level regions in china tends to be stable, and the overall level is steadily rising. the ranking of the digital ecology index of prefecture-level cities has changed a lot, showing a state of fierce competition.
"the digital ecosystem is highly correlated with new quality productivity, and the key lies in releasing the value of data. to promote the value of data and activate the vitality of data elements, we must create a good market ecology." zhang pingwen, an academician of the chinese academy of sciences and president of wuhan university, pointed out that at present, the development of the digital ecosystem is facing new challenges, the large-scale circulation and transaction of data has encountered bottlenecks, and there is still a long way to go in the development and utilization of data products. we must improve the system and mechanism for releasing data value, give play to the leading role of the market, accelerate the assetization of data, strengthen the data governance and management capabilities of enterprises, and promote high-quality economic development.
the meeting also released the "central region digital economy development report 2024", which believes that the digital economy, as a core of cultivating new quality productivity, is showing a rapid development momentum in the central region. the vigorous development of the digital economy will further promote the optimal allocation of resources and the rational layout of industries, and provide new solutions for the diversified rise and coordinated development of the central region.
the report puts forward seven suggestions from the perspective of regional coordination: deepen mechanism innovation and establish a linkage mechanism for the development of the digital economy among regions; deepen innovation-driven development and strengthen the new driving force for the development of new regional productivity; promote aggregation and coordination and create a regional development model for digital industrial clusters; accelerate digital transformation and accelerate the in-depth development of digital empowerment; release the vitality of factors and promote the integrated construction of regional markets for data factors; give play to financial power and strengthen financial support for the development of the digital economy; strengthen talent support and "attract, cultivate and retain" to create a highland for the gathering of digital talents.
huang zhuo, deputy dean of the national school of development at peking university, believes that in the process of promoting the development of the digital economy, each province should give full play to its own advantages, adhere to openness and innovation, accelerate breakthroughs in key areas, further enhance hubei's "new" strength, hunan's "computing" power, anhui's "smart" ability, henan's "meta" attraction, jiangxi's digital ecological green heart, and shanxi's energy "cloud" hub functions, so as to form each province's unique core competitiveness.
