among them, zheng bei previously served as vice governor of sichuan province. she took up her new position as deputy director of the national development and reform commission in may this year; li jianqin previously served as secretary-general of the sichuan provincial committee of the chinese people's political consultative conference.

public information shows that the official resume shows that li jianqin, male, han nationality, was born in jintan, jiangsu in november 1963, with his native place in jintan, jiangsu. he joined the communist party of china in april 1986 and started working in july 1987. he graduated from the school of economics and business administration of beijing normal university with a major in world economy, has a postgraduate degree, and holds a doctorate in economics.

after graduating from peking university with a bachelor's degree in chinese history, li jianqin worked in the secretariat of the national committee of the chinese people's political consultative conference, the youth league committee of the national committee of the chinese people's political consultative conference, the general office of the state commission for restructuring the economic system, the general office of the ministry of geology and mineral resources, the office of the national mineral resources committee, the publicity center of the ministry of land and resources, the cadre education and training center of the ministry of land and resources, the publicity and education center of the ministry of land and resources, and the party committee of the ministry of land and resources. in december 2008, he was appointed director of the law enforcement and supervision bureau of the ministry of land and resources. during this period, he obtained a master's degree and a doctorate in economics from beijing normal university.

at 10:30 am on january 4, 2017, a shooting occurred at the panzhihua convention and exhibition center. chen zhongshu, then director of the city's land and resources bureau, broke into the venue of the city's environmental resources conference with a gun and fired at zhang yan, then secretary of the municipal party committee, and li jianqin, then mayor, who were attending the meeting on the rostrum. zhang yan and li jianqin were shot and wounded in multiple places. they were sent to the hospital for treatment and are not in danger of death. the suspect chen zhongshu fled after shooting and was later found to have committed suicide on the second floor below the convention and exhibition center. according to a report from the sichuan provincial public security department, the suspect chen zhongshu was dissatisfied with being investigated for suspected violations of discipline and law, and deliberately carried out revenge killings.

ten days after the shooting, zhang shan and li jianqin both made public appearances. according to panzhihua daily, on january 14, panzhihua municipal party committee secretary zhang shan and mayor li jianqin went to a local coal mine and gas station to inspect production safety.

in july 2018, li jianqin was transferred to guang'an municipal party committee secretary. three years later, he served as secretary of the sichuan provincial party committee's education working committee in july 2021. in january 2023, li jianqin was transferred to the secretary-general of the sichuan provincial committee of the chinese people's political consultative conference.
