jiangsu has been a "land of fish and rice" with a developed fishery economy and sufficient supply of aquatic products since ancient times. various types of fishery production and entertainment activities such as aquaculture, fishing, and leisure fishing have a deep mass base. with the implementation of the important decision of the state to ban fishing in the yangtze river for ten years, a large number of traditional fishermen have settled on land. the contradiction between the people's needs for a better life such as a more beautiful and better ecology and a more diverse food supply system, and the behavioral impulse of "fishing and hunting" that has been passed down with the development of human civilization, needs to be regulated by the concept and means of "good laws and good governance". in addition, under the overall pattern of comprehensively governing the country according to law, from the experience of front-line fishery administration, in recent years, fishery law violations have rapidly changed from traditional net fishing to new types of fishing, and the identities of the parties involved in the cases have rapidly changed from single traditional fishermen to diverse citizens at all levels of society. topics related to fisheries continue to attract social attention, and the risk of public opinion continues to increase.
using the short video application "tiktok" as a tool, and "jiangsu" + "fishing ban" as two keywords, searching for public comments on relevant short videos in the past year, it can be seen that the evaluation is mixed. among them, the video about "fishing ban effect display" shows the spectacle of silver carp and bighead carp swimming in the shallows near the shore in a certain water area after the fishing ban, which aroused strong interest and praise from netizens and became an eye-catching "explosive"; when a certain place was refuting rumors about suspected "embezzlement" in the process of fishery law enforcement, it was ridiculed, ironic and questioned by netizens in the comment area with unique "internet language" because of inaccurate expression, unclear logic and insufficient evidence; short videos reporting the sentencing of illegal fishing cases were generally perceived by the public as "making a mountain out of a molehill" due to insufficient early legal education and publicity, and were widely questioned by "fishing ban but not fishing ban". such "carnival-style" emotional catharsis in the comment area has the hidden worry of causing public opinion. this shows that fishery administrative law enforcement work is increasingly exposed to the spotlight and attracts widespread social attention. at the same time, there are still many shortcomings in the proactive communication between law enforcement officers and the public, the standardization and fairness of law enforcement, and the use of public opinion propaganda tools.
