fu cong said that in the face of the "mess" left by the hasty withdrawal of foreign troops, the afghan authorities have worked hard to stabilize the security situation, improve the economy and people's livelihood, and strengthen regional and international dialogue and cooperation. at the same time, afghanistan still faces multiple challenges, and the recently promulgated "moral law" has attracted international attention. china hopes that the international community will take a comprehensive and objective view of the situation in afghanistan, support afghanistan's peaceful reconstruction and economic recovery, help afghanistan eliminate the root causes of instability and underdevelopment, and create favorable conditions for protecting the rights and interests of all people, including women.
fu cong stressed that china appreciates the united nations' facilitation of the afghan authorities to send representatives to attend the third doha special envoys' meeting on afghanistan for the first time and to conduct effective interactions with all parties. china hopes to take the implementation of the outcomes of the special envoys' meeting as an opportunity to promote the international community to strengthen contact and cooperation with the afghan authorities on the basis of the principle of "afghan-led and afghan-owned", gradually enhance mutual understanding and trust, and find practical ways to resolve conflicts and differences. in order to follow the trend of contact and dialogue between the international community and the afghan authorities, the security council should resume the blanket exemption of the travel ban on relevant personnel of the afghan interim government as soon as possible, and promptly adjust the sanctions mechanism established by security council resolution 1988.
fu cong said that nearly 24 million people in afghanistan need humanitarian assistance, and 12.4 million people face severe food insecurity, while less than one-third of humanitarian funds are in place. traditional donors should substantially increase their aid inputs and not use humanitarian assistance as a bargaining chip for political pressure. afghanistan's overseas assets are the "life-saving money" of the afghan people, and the united states should unconditionally unfreeze them and return them in full to the afghan authorities. china expects the two working groups on private sector development and drug control initiated by the third special envoy meeting on afghanistan to achieve practical results as soon as possible to help afghanistan meet its urgent needs. china urges relevant countries to immediately stop illegal unilateral sanctions and respect afghanistan's legitimate right to development.
