according to the kremlin's official website, the presidential decree will take effect on december 1 this year. putin also instructed the russian government to allocate funds to the russian ministry of defense through the federal budget to promote the implementation of the military expansion policy.
the last time putin signed a presidential decree to expand the military was in december 2023, when he requested that the russian armed forces increase their staffing by 170,000 to a total of 2,209,130, including 1.32 million military personnel. this means that the 180,000 people added this time are all military personnel.
