on september 11, the third "belt and road" high-level intellectual property conference was held in beijing. ding xuexiang, member of the standing committee of the political bureau of the cpc central committee and vice premier of the state council, attended the opening ceremony of the conference and delivered a speech.

since the belt and road initiative was proposed, my country and its co-construction countries have continuously strengthened intellectual property cooperation and promoted the exchange of patent technologies.

the belt and road intellectual property high-level conference is an important conference held under the belt and road intellectual property regularization cooperation mechanism. it has been held twice in 2016 and 2018. this time it is held again after a lapse of 6 years.

this meeting once again sent a signal that my country attaches great importance to intellectual property protection.

why is intellectual property protection important?

when the 2018 belt and road high-level intellectual property rights conference was held, president xi jinping emphasized in his congratulatory letter that china is determined to implement strict intellectual property protection, protect the intellectual property rights of all companies in accordance with the law, and create a good business and innovation environment.

at the meeting on september 11, ding xuexiang reiterated my country's emphasis on intellectual property protection. "china is willing to work with all parties to promote the development of intellectual property."

why should we attach importance to protecting intellectual property rights?

on the one hand, intellectual property protection has become a "standard feature" of innovation-driven development and international trade. only by strictly protecting intellectual property can we effectively protect the key core technologies independently developed by my country. at the same time, the transformation and application of innovative achievements, the creation of a good business environment, and the smooth development of international exchanges all require the protection of the intellectual property system.

on the other hand, we also have some shortcomings in protecting intellectual property rights.

on november 30, 2020, at the 25th collective study session of the political bureau of the 19th central committee, general secretary xi jinping pointed out that the legalization of intellectual property protection in my country still lags behind; the overall quality and efficiency of intellectual property are not high enough; infringements are still frequent and easy to occur, while rights protection is difficult in the field of intellectual property; some companies take advantage of system loopholes and abuse intellectual property protection; market entities have obviously insufficient capacity to deal with overseas intellectual property disputes, and the intellectual property protection of chinese companies overseas is inadequate.

"we must recognize the situation and tasks of our country's intellectual property protection work, summarize our achievements, identify our shortcomings, and enhance our understanding of the importance of intellectual property protection work," general secretary xi jinping pointed out.

better serve enterprises in going global

the joint construction of the "belt and road" is inseparable from international cooperation in intellectual property protection.

in recent years, my country has continued to deepen intellectual property cooperation with countries and regions along the belt and road initiative, and has achieved some results.

up to now, the national intellectual property administration has signed intellectual property cooperation agreements with 57 co-construction countries, carried out patent prosecution highway (pph) cooperation with intellectual property agencies of 18 co-construction countries and regions, and become the international search authority and international preliminary examination authority for patent cooperation treaty (pct) patent applications in 10 co-construction countries.

one key point is that only by deepening international cooperation in intellectual property protection can we better serve enterprises in going global.

on september 4, the state intellectual property office held a press conference to introduce that chinese enterprises continue to be enthusiastic about participating in the joint construction of the "belt and road". from 2013 to 2023, the cumulative number of patent applications and authorizations of chinese enterprises in the co-construction countries and related organizations reached 70,000 and 35,000 respectively, maintaining an average annual growth rate of more than 20%.

develop towards a more just and reasonable direction

to strengthen the “belt and road” intellectual property cooperation, what is the next focus?

ding xuexiang pointed out that it is necessary to improve the quality and efficiency of intellectual property review; to crack down on all kinds of infringements in accordance with the law, improve e-commerce intellectual property protection, and help create a good innovation environment; it is necessary to comprehensively utilize patents, trademarks, geographical indications, copyrights, etc. to promote the development of innovative economy, brand economy, regional characteristic economy and creative economy.

"promote the development of the global intellectual property governance system towards a more fair and reasonable direction." ding xuexiang said.

including the "belt and road" intellectual property cooperation, my country is constantly improving the global intellectual property partnership network.

at present, my country has established stable cooperative relations with more than 80 countries and regions in the world, and is implementing more than 200 intellectual property cooperation agreements, building a new pattern of international intellectual property cooperation with "four-party linkage and coordinated advancement" among multilateral, peripheral, small multilateral and bilateral parties.
