the maximum subsidy for scrapping and updating new energy vehicles is 20,000 yuan
according to reports, in accordance with the decisions and arrangements of the provincial party committee and the provincial government, the provincial department of commerce is responsible for the trade-in of consumer goods in the fields of automobiles, home appliances, electric bicycles, and home furnishings and kitchens. the specific policies are as follows:
1. regarding the subsidy policy for scrapping and updating cars. individual consumers who scrap fuel passenger cars with emission standards of national iii or below or new energy passenger cars registered before april 30, 2018 between april 24, 2024 (inclusive) and december 31, 2024, and purchase new energy passenger cars or fuel passenger cars with a displacement of 2.0 liters or less that are included in the "catalogue of new energy vehicle models for vehicle purchase tax reduction and exemption" of the ministry of industry and information technology, will receive a subsidy of 20,000 yuan for scrapping the above two types of old cars and purchasing new energy passenger cars; and a subsidy of 15,000 yuan for scrapping fuel passenger cars with emission standards of national iii or below and purchasing fuel passenger cars with a displacement of 2.0 liters or less. the owner of the scrapped car applying for the subsidy and the owner of the newly purchased car should be the same person, and the scrapped passenger car should be registered in the name of the applicant before july 25, 2024. from august 15, 2024, during the subsidy application review period, the newly purchased car should be registered in the name of the applicant.
2. regarding the automobile replacement and renewal subsidy policy. from september 6, 2024 to december 31, 2024, individual consumers who transfer their old personal passenger cars registered in jiangxi province and purchase new new energy passenger cars or new fuel passenger cars with a displacement of 2.0 liters or less will be given a subsidy of no more than 12,000 yuan if they complete the registration of the new car in jiangxi province before december 31, 2024 and the old car is registered in their name before september 6, 2024. the owner of the old car before the transfer and the owner of the newly purchased car who apply for the subsidy should be the same person. the same new car cannot enjoy the national automobile scrapping and renewal subsidy and the replacement and renewal subsidy at the same time.
3. regarding the subsidy policy for replacing household appliances. a subsidy of 15% of the sales price will be given to the purchase of 8 types of household appliances with level 2 energy efficiency or water efficiency, including refrigerators, washing machines, televisions, air conditioners, computers, water heaters, household stoves, and range hoods; a subsidy of 20% of the sales price will be given to the purchase of the above 8 types of household appliances with level 1 energy efficiency or water efficiency. each consumer can subsidize 1 item of each type of product, and the subsidy for each item shall not exceed rmb 2,000.
4. regarding the subsidy policy for replacing old electric bicycles with new ones: consumers who return their old electric bicycles and purchase new electric bicycles that meet the requirements will be given a subsidy of no more than rmb 500 for each new bicycle.
5. regarding the subsidy policy for "renewal" of home decoration, kitchen and bathroom. the focus is on supporting the purchase of items and materials used for renovation of old houses, partial renovation of kitchens and bathrooms, and home adaptation for the elderly, promoting smart home consumption, and providing subsidies for individual consumers to purchase furniture, home decoration building materials, home appliances (except for the 8 types of home appliances included in the scope of support for old-for-new home appliances), smart home products, etc.
the maximum subsidy for newly purchased commercial trucks is 95,000 yuan
the focus is on three areas: urban new energy buses, diesel trucks operating below national iii, and old operating ships. in terms of urban buses, the power batteries of old urban buses and old new energy buses with a vehicle age of more than 8 years will be replaced, with an average subsidy of 60,000 yuan per vehicle. this year, it is planned to support the purchase of about 1,400 new energy urban buses and the renewal of about 1,100 power battery buses.
in terms of diesel trucks, the government supports the elimination and renewal of diesel trucks that meet the national iii emission standard or below and the purchase of new energy cold chain logistics trucks. this year, it is planned to scrap more than 8,100 old diesel trucks, with subsidies ranging from 10,000 to 45,000 yuan depending on the number of years of early scrapping and the model of each vehicle; more than 4,000 new trucks will be purchased, with subsidies ranging from 25,000 to 95,000 yuan depending on the vehicle type (medium, heavy) and type (oil truck, new energy). by the end of 2028, diesel trucks that meet the national iii emission standard or below will be basically eliminated.
the agricultural machinery scrapping and renewal subsidy consists of two parts: the scrapping subsidy and the renewal subsidy. for scrapping tractors below 20 horsepower, the maximum scrapping subsidy for a single unit will be increased from 1,000 yuan to 1,500 yuan, with a subsidy increase of 50%; for scrapping combine harvesters, rice transplanters, and seeders and purchasing new machinery of the same type, the scrapping subsidy standard will be increased by no more than 50%, with the maximum subsidy amount reaching 26,250 yuan. the renewal subsidy will be implemented in accordance with the agricultural machinery purchase subsidy standard, and the maximum subsidy amount is expected to reach more than 30,000 yuan.
the subsidy for home adaptation for the elderly is 60% of the actual renovation cost.
it is understood that home-based aging-friendly renovations are included in the scope of support for this trade-in of consumer goods. according to the implementation plan, all elderly people over the age of 60 living in the province can voluntarily apply for home-based aging-friendly renovations. each household will be subsidized at 60% of the actual renovation costs, with a maximum subsidy amount of no more than 3,000 yuan. among them, elderly people with special difficulties (including scattered support for special hardship persons, urban and rural subsistence allowances, members of marginal families of subsistence allowances, and elderly people in low-income populations, special families with family planning and other elderly people in difficulties) will be subsidized at a rate of no more than 3,000 yuan per household, and the excess will be borne by the elderly family, and the actual renovation costs will be settled based on actual costs if they are less than 3,000 yuan.
the first principle of renovation is one subsidy per household. each elderly household can only apply for a subsidy once. in other words, if the elderly have multiple houses, they can only apply for a subsidy for the renovation of one of the houses. at the same time, in recent years, families that have enjoyed the subsidy policy for the renovation of elderly households with special difficulties and barrier-free renovation of households with severe disabilities will no longer be subsidized.
