public information shows that yang dongning was born in march 1976. he is a member of the communist party of china and graduated from peking university and the school of oriental and african studies, university of london. he has a doctoral degree and a ph.d. in philosophy.

yang dongning has working experience in financial institutions and financial regulation, and previously worked for citibank (london).

from november 2005 to june 2014, yang dongning served as deputy researcher of the policy and regulations department (research bureau) and director of the general office (party committee office) of the former china banking regulatory commission.

from june 2014 to march 2020, yang dongning served as deputy inspector of the general office (party committee office) of the former china banking regulatory commission, deputy director (deputy minister) of the propaganda department (party committee propaganda department), and deputy director of the banking institutions inspection bureau of the former china banking and insurance regulatory commission. from april 2016 to april 2017, he served as deputy mayor of dongcheng district, beijing.

in 2020, yang dongning was appointed director of the innovation business supervision department of the former china banking and insurance regulatory commission.

in 2023, the state financial supervision and administration bureau was established on the basis of the china banking and insurance regulatory commission. after the implementation of the "three-determination" plan of the state financial supervision and administration bureau, yang dongning was appointed as the party secretary and director of the beijing supervision bureau of the state financial supervision and administration bureau. she was the youngest "top leader" in the local bureau of the state financial supervision and administration bureau.
