colleges and universities thrive because of cities, and cities thrive because of colleges and universities. colleges and universities are the basic source for gathering talents, cultivating innovation, and developing industries. they are also the precious wealth and important driving force for the high-quality development of a region. as the district head just introduced, changping district is home to many colleges and universities and is one of the areas with the richest colleges and universities in beijing. not only does shahe higher education park gather 8 colleges and universities such as beihang university, beijing university of posts and telecommunications, and beijing normal university, but the district is also home to top colleges and universities such as tsinghua university and peking university. these are all very rare and valuable resources, and also opportunities for changping's future development.
the "two ports and one park" mentioned by this journalist friend is the area with the most concentrated university resources in changping district, and it is also the focus of our efforts to promote the integration of schools and cities across the region. "two ports" refers to nankou town and machekou town, which are located in the western development corridor of changping. relying on the innovative resources of tsinghua university and peking university, a number of national key laboratories will be built to undertake the transformation of scientific research results of universities and become an important node of the "three cities and one district" collaborative innovation development corridor. "one park" refers to shahe higher education park, which is an important part of the future science city. after more than 20 years of cultivation and development, the innovative results of universities are in urgent need of transformation and implementation. to this end, in accordance with the decision-making and deployment of the municipal party committee and municipal government, we will focus on the planning and layout of "two ports and one park" around the integrated development of education, science and technology, and talents, and plan to promote the construction of the "three major projects" of tsinghua national key base, peking university industry-education-research integration innovation center, and future university science and technology park, to provide new strategic support for the construction of beijing international science and technology innovation center. here, i will briefly introduce the relevant situation.
1. serving national scientific and technological innovation and creating a new quality productivity base
nankou town has a long history, a superior location, and complete elements. it is the only new town in the northwest of the capital. here, we cooperate with tsinghua university to plan and build the tsinghua nankou national key base, layout scientific and technological innovation and research and development areas, supporting service areas and industrial bearing areas, and create a new national science and technology strategy, a new highland for industrial transformation, a new platform for talent training, and a new landmark for urban renewal. the main approach includes three aspects:
first, we focus on leading scientific and technological innovation and create a source of original innovation. we fully tap the scientific research and innovation resources of tsinghua university, and centrally undertake more than 14 national key laboratories in the national key base to serve the country's high-level scientific and technological self-reliance. last year, the national key base completed the "three steps" of planning, design, and construction, and was rated as the first batch of "two-industry integration" demonstration parks in the city. this year, we continue to speed up project construction. the first phase will be unveiled at the end of this year, and the overall plan is to be put into use in 2025. at the same time, we focus on the transformation of scientific and technological achievements, and jointly established the tsinghua frontier cross-innovation institute to accurately connect with the transformation of tsinghua university's technological achievements.
the second is to make overall planning and layout to create a new highland for collaborative innovation. tsinghua nankou national key base and its surrounding areas are divided into five areas: the first is the scientific and technological innovation and research and development area, which is about 473,000 square meters and mainly hosts national key laboratories. the second is the supporting service area, which is about 1.01 million square meters, to create a "scientist town" integrating education, medical care and housing. the third is the industrial incubation area, which is about 1.13 million square meters and mainly carries the transformation of scientific research results. the fourth is the collaborative development area, which is about 12 million square meters. there are already scientific research institutions and enterprises such as sany group and the chinese academy of agricultural sciences to help the collaborative development of industry, academia and research. the fifth is the industrial reserved area, which is about 630,000 square meters, to provide expansion space for industrial transformation and promote high-quality regional development.
the third is to focus on science + city and build a world-class science and innovation town. this year, during the city's main leaders' investigation in changping, they highly affirmed the national key base and required that the new town of nankou be built in accordance with the world-class standards. to this end, we have benchmarked against world-class cases such as cambridge, harvard, and stanford, and compiled the nankou plan with an international perspective. it is currently being implemented in an orderly manner. the first phase of the "scientist park" on the east side of the national key base will open at the end of this year. on the basis of the existing beijing-tibet, beijing-baotou, beijing-zhangjiakou high-speed railways, 11 municipal roads have been planned, and construction of 5 roads has started. today, the old industrial base of nankou is radiating new vitality, and in the future it will surely provide important strategic support for boosting the development of the northwest of changping and helping the construction of beijing's international science and innovation center.
2. focus on collaborative innovation between industry, academia and research to create a new zone integrating industry, academia and research
machikou town is located in the southern part of nankou, in the northwest hub node of changping beijing and the radiation belt of science and technology industry. it is home to the new yanyuan campus of peking university. it is also the main base for peking university to build new engineering disciplines. relying on the innovation resources of peking university's new engineering disciplines, we have built the peking university industry-university-research integration innovation center in machikou town, and coordinated with zhongguancun life science park, zhongguancun science park, and machikou international medical device city to undertake the spillover of innovation and development and build a high-level industry-university-research collaborative innovation platform cluster.
the innovation center will be located in three functional areas: r&d platform cluster, incubation and acceleration industrial base, and education and talent apartment supporting facilities. among them, the r&d platform cluster will be laid out in four frontier sectors: new materials and advanced manufacturing, new energy and resources and environment, and the intersection of "new engineering + medicine". the incubation and acceleration industrial base plans to establish an r&d headquarters and a joint laboratory. we will also work with peking university to study the establishment of a scientific and technological achievement transformation fund to help transform r&d results on the spot. education and talent apartment supporting facilities mainly provide high-quality supporting services for scientists and entrepreneurs who have settled in. at present, we are working with peking university to stabilize the site selection plan for the innovation center and promote the project to be implemented as soon as possible. at the same time, we will plan and design supporting facilities such as education and housing around the project in accordance with the standards of urban groups, improve the functional quality of the region, and create an industry-education-research integration zone.
3. deepen the integrated development of school and city and create a world-class demonstration new district for the integration of industry and education
as one of the two university parks in the city, shahe higher education park is in the transition stage from park construction to achievement transformation. in order to further transform the advantages of science and education into innovation and industrial advantages, we make overall use of the space resources around universities to build beijing future university science and technology park, creating a new source of productivity and a main base for future industries. the park has four main characteristics:
first, we focus on future industries and highlight the co-construction of multiple schools. guided by the optimal combination of scientific and educational resources and the coordinated cooperation of scientific and technological innovation, we have laid out cutting-edge tracks such as mobile communications, aerospace technology, cyberspace security, and additive manufacturing, horizontally integrated university disciplines, equipment, talents, achievements and other resources, and promoted the transformation from "one school and one park" to "co-construction of multiple schools".
second, we adhere to the guidance of planning and implement it in a scientific and step-by-step manner. we have jointly completed the development plan of the future university science and technology park with 10 universities including the zhongguancun management committee of the municipal science and technology commission, the municipal education commission, beihang university, and beijing university of posts and telecommunications. the plan is divided into three steps. by 2027, more than 100 scientific and technological achievements of universities will be transformed, more than 600 technology-based enterprises will be introduced and incubated, more than 500 high-level talents will be attracted, and a pilot regional technology transfer and transformation center will be created; by 2030, thousands of high-level talents will be attracted to become an important source of new quality productivity; by 2035, several 100 billion-level industrial chains and global leading future industries will be cultivated to become a world-class university science and technology park. at present, we are focusing on the first step goal and starting the construction of five characteristic parks in the starting area. within three years, an open pattern of "one park with multiple locations" will be basically formed.
the third is to introduce market mechanisms to stimulate innovation. in order to allocate resources more flexibly and efficiently, we have established a professional operation platform to coordinate the development and utilization of surrounding industrial space. we are currently transforming the 60,000 square meters of surrounding starting space. next, we will focus on promoting the development of the fourth phase of the shahe higher education park, building a 210,000 square meter core area of ​​the future university science and technology park, and coordinating and linking the 600 acres of industrial land in the neighboring baishan town to form a full-chain development pattern of school-enterprise collaborative innovation, concept verification, enterprise incubation, industry acceleration, and production and manufacturing.
