improve infrastructure and accelerate the implementation of cross-border e-commerce supervision model
in 2020, after heihe was approved as a pilot city for cross-border e-commerce retail imports and the china (heihe) cross-border e-commerce comprehensive pilot zone, it accelerated the construction of cross-border e-commerce export supervision stations. in april 2020, it started the construction of the cross-border e-commerce bonded stock import 1210 inspection line project. in december 2020, the inspection project completed the customs acceptance work and started normal operation.
in april this year, the heihe cross-border e-commerce express supervision center officially opened and started operations at the second phase of the ergonghe park incubation base in the heihe free trade zone. heihe city has fully opened up two-way channels for cross-border e-commerce imports and exports, and the four types of cross-border e-commerce supervision models "1210", "9610", "9710" and "9810" have been fully implemented, driving the continuous expansion of the city's commodity import and export scale.
"from platforms to venues, we continue to improve the service functions of cross-border e-commerce, dredge the channels of cross-border e-commerce, give full play to the functions of business entities, and ultimately achieve rapid growth in cross-border e-commerce business." said wang weixin, director of the commerce bureau of heihe free trade zone. the cross-border e-commerce online public service platform of heihe cross-border e-commerce comprehensive pilot zone will be put into operation in april 2024. as a third-level data transmission node of the customs, the china (heihe) cross-border e-commerce comprehensive pilot zone public service platform supports cross-border business models including 1210 cross-border e-commerce bonded import and export, "9610" cross-border e-commerce export customs clearance, "9710" cross-border e-commerce b2b direct export, and "9810" cross-border e-commerce overseas warehouse customs declaration mode. the functions of the cross-border e-commerce comprehensive service platform of the cross-border e-commerce comprehensive pilot zone are constantly being released. in the first half of the year, the heihe cross-border e-commerce supervision center shipped a total of 120 vehicles, totaling 830,000 small parcels, and the provincial platform included a total value of 205 million yuan.
after the heihe bonded logistics center (type b) was officially closed and put into operation at the end of october 2020, the postal international exchange bureau project and the first cainiao network cross-border central warehouse project in the three northeastern provinces moved in one after another. in the bonded logistics center, the heihe free trade zone completed the construction of the infrastructure for heihe's cross-border e-commerce global shopping business, and successfully opened the sales rights of pinduoduo international and youzan global shopping. in the first half of this year, the import and export trade volume of the heihe bonded logistics center (type b) was 321 million yuan, ranking second among the three northeastern provinces. the export trade volume was 297 million yuan, ranking 21st in the country and first in the three northeastern provinces.

heihe city has stepped up its cooperation with the sco, relying on the cross-border logistics channel advantages of the border port warehouse of the sco demonstration zone-heihe "silk road e-commerce" comprehensive service base to create a stable and efficient supply chain system of "sco + port + overseas" cross-border e-commerce. the import and export goods of cross-border e-commerce will be quickly distributed between the sco central warehouse and the border port warehouse, and through the warehouse-to-warehouse linkage, a dedicated and efficient logistics channel for cross-border e-commerce transportation will be built.
the management committee of the heihe free trade zone introduced shengwan hongda (shenzhen) technology service co., ltd. to jointly establish the heshengdatong cross-border e-commerce comprehensive service platform, which promotes the resolution of pain points and difficulties faced by cross-border e-commerce companies in data statistics, export tax rebates, and foreign exchange collection and settlement. by actively coordinating with customs, foreign exchange, taxation and other regulatory departments, it provides cross-border e-commerce companies with full-industry chain financial services, and realizes the aggregation of cross-border e-commerce business flow, logistics, capital flow and information flow.
