on august 30, at the 2024 zhongguancun forum series of activities - the 8th "core power beijing" zhongguancun ic industry forum, the "zhongguancun science city integrated circuit innovation leading action plan (2024-2026)" (hereinafter referred to as the "action plan") was released. according to the goals set out in the "action plan", by the end of 2026, the development quality of the integrated circuit industry in haidian district will be significantly improved, and it will become an innovation highland for the integrated circuit industry with global influence, forming 2 to 3 integrated circuit design industry clusters with significant leading and driving benefits; haidian district's integrated circuit design service, testing and other industrial supporting capabilities will be significantly improved, and a multi-level and sustainable full-cycle service system for integrated circuit enterprises covering talent services, financial support, application innovation, exchanges and cooperation will be fully established.
tang chao, deputy director of the zhongguancun science city management committee and deputy mayor of haidian district, introduced that in order to promote the high-quality development of the integrated circuit industry, clarify the development tasks for the next three years, and seize the opportunities for the development of integrated circuits, the zhongguancun science city management committee has formulated this plan. the action plan will continue to expand the scale of the integrated circuit industry from five aspects: building a system for attracting and training technology enterprises, accelerating the breakthrough of advantageous products, ensuring the construction of scientific and technological innovation platforms, promoting the upgrading of collaborative capabilities, and promoting the optimization of the industrial ecology, and accelerate the promotion of the integrated circuit industry in haidian district to continue to move towards the middle and high end of the global value chain. in order to promote the implementation of the action plan, haidian district will promote the innovative development of the integrated circuit industry in haidian district from the aspects of strengthening financial services, ensuring the construction of integrated circuit innovation platforms, and the space carriers of the integrated circuit industry.
in terms of strengthening financial services, haidian district has launched the second phase of the zhongguancun science city technology growth fund with a scale of 5 billion yuan, and the scale of the zhongguancun technology growth fund has been expanded to 10 billion yuan. the fund will adhere to the principle of "early investment, small investment, long-term investment, and hard technology investment", closely focusing on artificial intelligence, integrated circuits and other fields, further explore and cultivate high-quality projects, and promote industrial optimization and upgrading.
in terms of guaranteeing the construction of integrated circuit innovation platforms, haidian will support universities, new r&d institutions, technology companies, social organizations and other entities to build common technology platforms in the field of integrated circuits. in terms of the space carrier of the integrated circuit industry, the unveiling ceremony of the second phase of the integrated circuit design park was held at the launch site. the second phase of the integrated circuit design park was jointly built by the haidian district government and china development group. it covers an area of about 35,000 square meters and is located in haidian dayue information technology park, about 3 kilometers away from the first phase of the integrated circuit design park. in the future, the park can provide more than 100,000 square meters of expansion space, and is positioned to create a cluster area led by leading enterprises in the field of integrated circuits, supported by mature enterprises and high-growth enterprises, and supplemented by small and micro enterprises.
at present, haidian district has formed an integrated circuit industry system with design industry as the core, covering packaging and testing, equipment and material research and development, gathering more than 240 related enterprises, accounting for more than half of the city, with significant advantages in the agglomeration of the integrated circuit industry, forming a "one district and one belt" collaborative innovation development pattern. among them, the "one district" is the college area around xueyuan road and zhichun road, which concentrates colleges and universities and new research and development institutions in the field of integrated circuits such as tsinghua university school of integrated circuits, peking university school of integrated circuits, and beijing open source chip research institute, gathering a group of integrated circuit start-ups, and accelerating the transformation of innovative achievements in the district; the "one belt" is the enterprise belt along beiqing road, which has obvious spatial advantages and owns zhongguancun integrated circuit design park (ic park), zhongguancun no. 1 and other parks.
relevant person in charge of zhongguancun science city introduced that in the future, haidian district will focus on "tackling key points, deploying frontiers, supporting excellence and strengthening, and coordinated upgrading", and build a development environment that integrates the integrated circuit industry's innovation chain, product chain, and value chain from multiple levels such as enterprise cultivation, advantageous products, innovation platforms, and industrial ecology. it will build a full-cycle service system and build haidian district into a starting point for chip incubation, a source of chip innovation, and a main base for strengthening chips.
