this book is the first theoretical achievement to systematically study the reform of beijing's "handle complaints immediately" system. it theoretically refines the innovative practice of "handle complaints immediately" and innovatively proposes: one core, two wings, four comprehensives and one guarantee. the one core refers to "people-centered", following the new concept of "people's city for the people, people's city built by the people"; the two wings refer to the two systems of "handling complaints" and "handling complaints immediately", which better balance the discovery and solution of problems; the four comprehensives refer to advocating the participation of all governance subjects, closed-loop management of the whole process, all-round institutional innovation, and comprehensive urban physical examination; the one guarantee refers to adhering to the leadership of the party and continuously allocating attention.
this book takes the practice of the "handle complaints immediately" reform implemented by beijing since 2019 as the research object, and attempts to construct an ontological framework to understand its factual essence, conceptual cognition, value foundation, internal operation, design principles, driving mechanism, external influence and governance implications from the philosophical paradigm of "skill-artifact", explore the development of governance discourse and academic system based on the capital's practice, and promote the modernization of the capital's governance system and governance capacity. this book proposes that the ontology of "handle complaints immediately" can be divided into physical facts, classification facts and institutional facts. its core is to be people-centered, and the key is to discover problems, solve problems and proactively govern. the focus is on the assessment mechanism, comment mechanism and "horse racing mechanism", and the characteristics are the four comprehensives. the fundamentals are the leadership of the party, continuous attention allocation and legal protection.
the book mainly focuses on what exactly is the reform of handling complaints immediately? what is the relationship between the reform of handling complaints immediately and the governance of megacities? can the reform of handling complaints immediately leverage the governance of megacities? these three questions are explained from the factual level, theoretical level, and mechanism level. the factual level is the basis of knowledge production, the theoretical level is knowledge dialogue, and the mechanism level is knowledge innovation. the theoretical knowledge about the reform of handling complaints immediately is systematically constructed; at the same time, the author is not limited to the interpretation of handling complaints immediately, but further discusses the relationship between handling complaints immediately and the governance of megacities, realizing the expansion from situational knowledge to general knowledge, from local research to national research, making the depth and significance of the research conclusions and research results more powerful.

li wenzhao, male, born in 1979, from hubei. professor and doctoral supervisor of the school of public administration, renmin university of china. currently, he is the deputy secretary of the party committee and secretary of the discipline inspection commission of the school of public administration, deputy dean of the capital development and strategy institute, one of the "four batches" theoretical talents in beijing, chief expert of major projects of the national social science fund, chief expert of the interdisciplinary platform for innovative research on governance of megacities with chinese characteristics in the intelligent era, deputy editor-in-chief of public administration and policy review, director of the center for local government development strategy research of renmin university of china. his main research directions are governance theory, chinese urban governance, policy evaluation and policy process theory. he has published more than 90 papers in authoritative chinese and english journals such as management world, china public administration, jpart, governance, etc., and published four books such as beijing experience of handling complaints and governance logic of handling complaints. since 2019, research on interface governance and handling complaints has achieved great influence.
