China News Service, August 27 (Reporter Wang Qiang) The State Council Information Office held a series of themed press conferences on "Promoting High-quality Development" on the 27th. At the meeting, Wang Qiang, Director of the Traffic Management Bureau of the Ministry of Public Security, introduced that at present, after continuous technical accumulation and test development, my country's intelligent networked vehicle industry is advancing in an orderly manner. In this process, the public security traffic management department and the public security organs have fully played their functional roles, protected the legitimate rights and interests of traffic participants in accordance with the law, continuously adapted to the development needs of autonomous driving technology, and actively cooperated with the competent departments of the industry to carry out management and guarantee work. So far, a total of 16,000 autonomous driving car test license plates have been issued, and 32,000 kilometers of public test roads have been opened, which has strongly supported the verification and update iteration of autonomous driving technology.

Wang Qiang pointed out that on the one hand, the Ministry of Public Security actively cooperates with the competent departments of the industry to promote road testing. my country is currently forming a comprehensive management system for autonomous driving vehicles covering road testing, demonstration applications, access and road traffic. In terms of road testing and demonstration applications, in July 2021, the Ministry of Public Security, the Ministry of Industry and Information Technology, and the Ministry of Transport jointly issued a document to clearly stipulate the subjects, drivers and vehicles for the on-road technical testing and demonstration applications of autonomous driving vehicles, the management of road testing and demonstration applications, as well as the requirements for traffic violations and traffic accidents. In terms of access pilot and road traffic, in November 2023, the Ministry of Public Security and the Ministry of Industry and Information Technology and other departments jointly made regulations to carry out access pilots for autonomous driving vehicle products that have undergone technical testing and have mass production conditions. After the access pilot, autonomous driving vehicles included in the announcement of the Ministry of Industry and Information Technology can purchase insurance, apply for vehicle registration, and carry out road traffic pilots in limited areas. In addition, in terms of the pilot application of "vehicle-road-cloud integration", the Ministry of Public Security and the Ministry of Industry and Information Technology and other departments jointly issued a notice to refine and improve relevant management measures for road traffic safety management and network security.

On the other hand, the Ministry of Public Security has also actively promoted the revision of the Road Traffic Safety Law. Detailed provisions have been made for road testing, road access, traffic violations, and accident handling of self-driving cars. At present, the revision of the Road Traffic Safety Law has been included in the first category of projects in the State Council's 2024 legislative plan and the 14th National People's Congress Standing Committee's legislative plan.

In addition, the Ministry of Public Security has also actively promoted the formulation and revision of relevant technical standards. In terms of registration management, identity authentication and security, and road traffic management of autonomous driving, the Ministry of Public Security has actively promoted the drafting and formulation of eight national standards, including the "Technical Requirements for Safety Testing of Intelligent Connected Vehicles", and 10 public safety industry standards, including the "Elements and Setting Requirements for Testing Scenarios of Safety Public Roads for Intelligent Connected Vehicles". The Ministry of Public Security has also actively joined forces with the Ministry of Industry and Information Technology and other departments to promote the establishment of a unified national technical standard system for autonomous driving vehicles.

Wang Qiang said that in the next step, the Ministry of Public Security will coordinate development and security, continue to actively cooperate with the Ministry of Industry and Information Technology, the Ministry of Transport and other industry regulatory departments, and promote the progress of the autonomous driving industry and the transformation and upgrading of the automobile industry in a legal, safe, steady and orderly manner, to serve the high-quality development of my country's economy.
