The Guangdong Provincial Commission for Discipline Inspection and Supervision announced on August 23 that the Guangdong Provincial Commission for Discipline Inspection and Supervision has recently opened an investigation into the serious violations of discipline and law by Huang Laixing, former deputy secretary of the Xuwen County Party Committee and former county magistrate of the Xuwen County Government in Zhanjiang City, Guangdong Province.

Upon investigation, it was found that Huang Laixing had lost his ideals and beliefs, betrayed his original aspiration and mission, ignored the spirit of the Central Committee's eight regulations, and accepted banquets and entertainment arrangements in violation of regulations; he engaged in power-for-money transactions, used his position to seek profits for others in engineering contracting and business acceptance, and illegally accepted huge amounts of property.

Huang Laixing seriously violated the party's discipline on integrity and lifestyle, constituted serious violations of duty and was suspected of bribery, and did not restrain himself or stop after the 18th National Congress of the Communist Party of China. The nature of his violations is serious and the impact is bad, and he should be dealt with seriously.In accordance with the "Regulations on Disciplinary Punishment of the Communist Party of China", the "Supervision Law of the People's Republic of China", the "Administrative Punishment Law of Public Officials of the People's Republic of China" and other relevant regulations, after research by the Standing Committee of the Guangdong Provincial Commission for Discipline Inspection, it was decided to expel Huang Laixing from the party; the Guangdong Provincial Supervision Commission will expel him from public office; terminate his qualifications as a representative of the 12th Party Congress of Zhanjiang City; confiscate his illegal gains; and transfer his suspected criminal cases to the procuratorial organ for review and prosecution in accordance with the law, and the relevant property will be transferred together.

On April 21 this year, it was reported that Huang Laixing, deputy secretary of the Xuwen County Party Committee and county magistrate, was investigated.

Public resume shows,Huang Laixing was born in February 1985He worked in Jiangmen City in the early days. He served as a clerk in Shuibu Police Station of Taishan Public Security Bureau, a member of the Party Working Committee of Taicheng Street, Taishan City, deputy secretary of the Party Committee of Wencun Town, Taishan City, mayor of Wencun Town, and secretary of the Town Party Committee.

In 2019, Huang Laixing was appointed as deputy mayor of Xinhui District, Jiangmen City, and later served as director of the Management Committee of Jiangmen City Yinhuwan Coastal New District.

Afterwards, Huang Laixing was transferred to the position of deputy secretary of the Potou District Committee of Zhanjiang City, and was appointed as deputy secretary of the Party Working Committee of Haidong New District.

In March 2023, Huang Laixing, then 38 years old, was appointed as deputy secretary of the Xuwen County Party Committee and acting county magistrate. The following month, he was appointed county magistrate of Xuwen County. He was investigated while in office a year later.

In August this year, Guangdong reported 12 typical cases of unhealthy practices and corruption among the people, including the case of Huang Laixing, former deputy secretary of the county party committee and county magistrate of Xuwen County, Zhanjiang City, who illegally intervened in a rural revitalization project and accepted bribes:

From 2019 to 2023, Huang Laixing used his position as deputy mayor of Xinhui District, Jiangmen City, and director of the Management Committee of Yinhu Bay Coastal New District to help private business owners undertake landscape renovation, paddy field reclamation and other projects, and illegally accepted property from others in extremely large amounts.

On August 23, the Guangdong Provincial Commission for Discipline Inspection and Supervision also reported:

Chen Jingtai, former secretary of the Potou District Committee of Zhanjiang City, was expelled from the Party and removed from public office for serious violations of discipline and law.Upon investigation, it was found that Chen Jingtai had lost his ideals and beliefs, betrayed his original aspiration and mission, was disloyal and dishonest to the Party, and resisted organizational review; he ignored the spirit of the Central Committee's eight regulations, and accepted gifts and money in violation of regulations for a long time; he violated organizational principles, sought benefits for others and accepted property in the selection and appointment of cadres, and ran for office; he abused his power, used public power as a tool to seek personal gain, engaged in power-for-money transactions, used his position to seek profits for others in business operations, project contracting, and promotion, and illegally accepted huge amounts of property.

Ke Yanpeng, former secretary of the Chaoyang District Committee of Shantou City, was expelled from the Party and removed from public office for serious violations of discipline and laws.Upon investigation, it was found that Ke Yanpeng had lost his ideals and beliefs, betrayed his original aspiration and mission, ignored the spirit of the Central Committee's eight regulations, accepted property and banquets in violation of regulations; violated organizational principles and failed to report personal matters as required; engaged in power-for-money transactions, used his position to seek profits for others in project contracting and project payment, and illegally accepted huge amounts of property.
