Where are the opportunities for high-quality development of Beijing's private economy?

On August 25, at the HICOOL 2024 Global Entrepreneurs Summit, a special event for the integration of large, medium and small enterprises was held - "Gathering hearts and minds to draw a 'concentric circle' for high-quality development of the private economy in the new era". At the scene, Chen Jiulin, chairman of the Private Economy High-Quality Development Professional Committee of the Capital United Front Think Tank Federation and chairman of Beijing Joseph Investment Co., Ltd., said that the private economy has made important contributions in taxation, GDP, technological innovation achievements, urban employment and other aspects. From Beijing's perspective, the number of private economic market entities is huge and continues to grow, and it is an important part of the capital's economy.

According to data released by the Beijing Municipal Administration for Market Regulation, by the end of July 2024, there were 2.6211 million business entities in the city, 1.28 times that of 2017. By the end of 2023, there were 2.5564 million business entities in the city, a year-on-year increase of 8.27%.

"In 2023, Beijing's GDP will be 4376.07 billion yuan, a year-on-year increase of 5.2%. Among them, the added value of the tertiary industry will be 3712.96 billion yuan, a year-on-year increase of 6.1%, accounting for 84.8% of GDP." Chen Jiulin introduced that the capital's economy has maintained steady growth, with significant contributions from the tertiary industry, and the private economy occupies an important position in it. At the same time, the rapid development of the digital economy and high-tech industries has become a new engine of economic growth.

Data shows that in 2023, the city of Beijing achieved a digital economy added value of 1,876.67 billion yuan, a year-on-year increase of 8.5%, accounting for 42.9% of GDP; and achieved a high-tech industry added value of 1,187.54 billion yuan, a year-on-year increase of 7.1%, accounting for 27.1% of GDP.

Chen Jiulin said that with the continuous increase in R&D investment in scientific and technological innovation and the optimization of industrial structure, the proportion of service industries, especially financial services and scientific and technological services, will further increase; green transformation will accelerate and the proportion of renewable energy use will increase; the coordinated development of Beijing, Tianjin and Hebei will promote the regional economy and industrial complementarity will be further enhanced; foreign trade exports will grow and international market share will continue to increase, etc. The capital's private economy will continue to develop rapidly.

However, at present, the private economy is still experiencing difficulties in obtaining loans and high financing costs for small and medium-sized enterprises in its development; there is a large gap in high-skilled talent and an unreasonable talent structure; some industries still have market entry barriers; and labor costs are rising.

Chen Jiulin suggested that in terms of financing, a credit guarantee system for small and medium-sized enterprises should be established to lower the financing threshold. At the same time, small and medium-sized enterprises with good credit records, good business operations and tax payment conditions should enjoy more favorable loan interest rates. In terms of talent, more support should be given to scientific research projects, the talent evaluation mechanism should be optimized, and the cooperation between industry, academia and research should be strengthened. In terms of market access, entry conditions should be relaxed, fair competition should be promoted, and regulatory policies should be optimized. In terms of labor costs, tax incentives should be provided to reduce business operating costs.

In response to the survey on the high-quality development of Beijing enterprises, Yu Li, vice president of the Zhongguancun Small and Medium-sized Science and Technology Culture Enterprise Promotion Association, pointed out that innovation is an inexhaustible driving force for the high-quality development of enterprises, and comparative advantages can drive high-quality innovation growth. For example, many Beijing enterprises are directly derived from the rich resources of universities and institutes in Beijing, and have natural advantages in the transformation and innovation of knowledge and technology. Their innovation is also highly concentrated in knowledge-intensive industries. In addition, participating in international cooperation and competition is the only way for enterprises to develop high-quality development, and the quality of enterprise development needs to be tested by the international market and international competition. Enterprises participate in globalization in the process of national opening up, use domestic and foreign infrastructure to integrate into the global industrial chain, absorb and make good use of global resource elements, and in the process of exploring high-quality development, realize the industrialization of global scientific discoveries and innovations, and use their own industry leadership to export standards.

"In the future, the opportunities for the development of the capital's private economy will mainly include digital industry opportunities, domestic circulation opportunities (expanding domestic demand market and obvious consumption upgrading trend), digital transformation opportunities, export market diversification opportunities, and private economic policy support and reform deepening opportunities." Chen Jiulin said.

It is reported that Beijing has implemented more than 1,500 business environment reform measures for seven consecutive years. Since 2020, Beijing has provided enterprises with more than 420,000 services such as information inquiry, policy answers, problem handling, and complaint reporting; established and improved a comprehensive enterprise service system, giving full play to the role of the city, district, street and township service package mechanism, and visited enterprises 78,000 times in the past five years, helping enterprises solve 99,000 demands; strengthened services for small and medium-sized enterprises, and the policy service platform has announced 364 policy items for implementation, benefiting 860,000 enterprises.

In addition to continuously making new progress and achieving new results in the market-oriented, law-based, convenient and internationalized business environment, the level of integration of the Beijing-Tianjin-Hebei business environment is also constantly improving. More matters in commercial systems, regulatory enforcement, government services, public services, etc. have achieved the same standards, mutual recognition of qualifications, cross-provincial handling and sharing.
