On August 21, Ms. Du, a parent from Qingdao, Shandong, reported to the Huashang Daily Dafeng News reporter that her 10-year-old son was beaten by a 44-year-old female teacher at a daycare center, causing large bruises and swelling on the child's body.

At present, the teacher has been detained for 10 days and fined 1,000 yuan. The Jimo District Education and Sports Bureau of Qingdao City is conducting further investigation and handling.

On August 21, the boy's mother, Ms. Du, told the Huashang Daily Dafeng News reporter that her son was studying in a daycare center called Lexin in Jimo, Qingdao. "The daycare center provides lunch and naps, as well as additional development, tutoring and calligraphy practice. The monthly fee is 1,000 yuan."

Ms. Du said that at noon on August 9, her son was beaten with a wooden stick in the after-school teacher's office by the person in charge, Xie, leaving him covered with bruises.

"When the child went home to change clothes at night, my mother saw it and asked him how he got the injury. He initially said that he had hit himself. We felt that the injury was not right, and after repeated questioning, the child said that he was beaten by the teacher in the after-school care class."

Ms. Du said: "When his father saw the injuries, he called the police that night. After checking the injuries, the police station said that the teacher could be summoned that day."

Ms. Du said that Xie admitted that she hit the child because he repeatedly corrected wrong questions. "She didn't let the child take a nap at noon that day. She said that she hit the child with a wooden stick because she taught him to study over and over again and the child didn't learn well. She had good intentions."

Ms. Du said: "Because it happened in the teacher's office, the police went to retrieve the surveillance footage, and they said there was no surveillance in the office, but she admitted to hitting the child. The wooden stick she used to hit the child has been taken away by the police station. It should be a teaching stick, but I think it must have been a very thick wooden stick, otherwise it would not have been beaten like that."

The pictures provided by the family showed that the boy had large areas of swelling and bruises on his legs and hands. The forensic medical report of the Criminal Investigation Brigade of Jimo Branch of Qingdao Public Security Bureau showed that the boy had multiple bruises and swelling on his left thigh. Forensic examination showed 10×6cm, 4×2cm, and 3×2cm subcutaneous hemorrhages on the back of the left thigh; the middle finger of the right hand was bruised, with limited flexion and extension, and 5×3cm subcutaneous hemorrhage on the back of the right hand.

On August 13, the bureau issued an appraisal opinion notice showing that the forensic medical assessment of the boy's body injury was minor.

Ms. Du said that 11 days had passed since the incident, "the bruises on the most seriously injured parts of the child have not disappeared yet, and there are two very serious bruises that have not faded yet."

"When the child recalls this incident, it is a kind of hurt. He now wakes up crying in the middle of the night when he sleeps. He resists going to school and does not want to do his homework. He has developed a dislike for studying. The day before yesterday, I took him to the hospital to see a psychologist, and the doctor suggested that he should receive psychological counseling in the future."

The teacher in question brought gifts to apologize and wanted to give 10,000 yuan but was rejected

Ms. Du told the reporter, "On August 10, she bought gifts and went to our house to apologize to the child in person. She also brought 10,000 yuan. My mother did not accept the money, saying that this matter was not about money and we refused to mediate."

Ms. Du explained that she would feel guilty if she accepted the money. "If I accepted the money, I would feel bad because my child was beaten. If we just took the money and left it alone, the matter might be kept secret and I would not be able to speak out. What if other children in the after-school care center were beaten?"

The administrative penalty decision issued by Jimo Branch of Qingdao Public Security Bureau on August 14 showed that at around 13:00 on August 9, because the boy's test scores were unsatisfactory, the 44-year-old offender Xie hit his left leg with a wooden stick in the daycare center. After forensic identification, the degree of injury was minor.

The above facts are confirmed by the police record, the victim's statement, the offender's statement and defense, the expert opinion and other evidence. The facts are clear and the evidence is conclusive. Xie's illegal behavior of beating others is established. According to the relevant provisions of the "Public Security Administration Punishment Law", it is decided to give Xie an administrative detention of 10 days and impose an administrative penalty of 1,000 yuan.

"This is a very bad thing. She beat her child and definitely didn't want to be detained. She wanted to mediate, but we disagreed. We chose to detain her. On August 12, we went to the forensic doctor's office to examine her injuries, and they determined that they were minor injuries. Now she is detained for 10 days and fined 1,000 yuan. She will go in on August 14 and will not be released until August 24."

Ms. Du admitted that it was necessary to punish Xie. "It was painful for me to see the child's injuries. I think she should be put in jail and get the punishment she deserves. I'm still looking for a lawyer to sue her."

In the afternoon, the reporter called one of the phones, but the staff member who answered the phone only replied "I don't have time now" when he heard that it was a reporter's interview, and then hung up the phone and never answered again.

Ms. Du said that after the incident, her family reported the matter to the local Education and Sports Bureau and also called the government’s convenience service hotline 12345. It is not yet clear whether this custodial institution has all the qualifications to run a school.

"My son has been studying here for three years. We have never seen their qualifications or licenses. This matter should be investigated by the local education bureau. We have not received a reply from the bureau yet. The after-school care class is currently operating as usual, but my child is no longer attending."

Ms. Du believes that as a female teacher, Xie was too harsh. "I think the severity of this incident far exceeds the punishment for her. She runs this after-school care class. She was born in the 1980s and has children of her own."

Ms. Du said: "It's not the first time my son has been beaten. She said before that because the child was naughty and disobedient, she hit the child's hand and his hand was swollen. She used to take the initiative to tell the parents, but this time she beat him very hard."
