From a traditional industrial park to a fashionable and vibrant design highland, Beijing Zhangjiawan Design Town is accelerating its transformation. Recently, the reporter revisited Zhangjiawan and learned a series of good news: the main structure construction of BTG Yihe Hotel has been completed, the main structure construction of Beijing Information Building will be completed before the end of the year, and Beijing Institute of Construction has completed the underground structure construction... The rapid advancement of a number of major projects has added vitality to the development of the town.
"Zhangjiawan Design Town is anchoring innovative design and urban technology, accelerating the pace of urban renewal, and striving to initially build it into an important platform for the 'Design City' with an active innovation ecosystem, a wide range of application scenarios, and openness and diversity by 2027 when the M101 line opens to traffic." said Lin Zhenghang, director of the Zhongguancun Tongzhou Park Management Committee.
Digital transformation and innovative urban renewal paths
Zhangjiawan Design Town was formerly the West Zone of Tongzhou Industrial Development Zone. It was developed and constructed in 1992 and is one of the earliest industrial development zones in Tongzhou. In 2019, Zhangjiawan was given a new mission - to build a "design town, smart town, and vibrant town", which marked the beginning of the transformation of urban renewal.
In recent years, Zhangjiawan has continuously strengthened infrastructure construction and continuously optimized the business environment, successfully attracting many high-quality design industry projects to settle in. International brand events such as Beijing International Design Week, Beijing Fashion Week, and the Urban Architecture Biennale have been held one after another. Many top companies and scientific research institutions such as Beijing Institute of Construction, Beijing Consulting Company, BOE Yiyun, Hong Kong Applied Science and Technology Research Institute, and Beijing-Tianjin-Hebei National Technology Innovation Center have taken root here. At the same time, traditional advantage companies such as Sihuan Pharmaceutical, Tongmei Crystal, and Jianlang have also actively transformed and deepened their future industries, jointly promoting the formation of an industrial pattern in which innovative design, urban technology, and advanced manufacturing coexist in the town.
At the end of 2022, another new urban renewal project in Zhangjiawan Town, the renovation project of BTG Yihe Bio Park, started construction. The project was renovated on the basis of the original production and office plant of Yihe Bio Co., Ltd., and introduced the "Jianguo·Puyin" hotel brand under BTG Group, which can provide more than 470 guest rooms and provide travel services for international exchanges and business activities in Zhangjiawan Design Town. At present, the main structure construction of the project has been completed and it is expected to be put into use at the end of this year.
As the first integrated innovation pilot project for digital transformation of the construction industry in China, the project has been further upgraded on the path of urban renewal, and for the first time in China, it has proposed and applied the concept of innovative construction of digital twins throughout the entire process. This is not only the first pilot project for digital transformation of the construction industry in the sub-center of the city, but also the first innovative practice project in Beijing as a national pilot city for intelligent construction. According to the relevant person in charge of the Tongzhou District Housing and Urban-Rural Development Committee, this innovative intelligent construction method will solve the problems existing in traditional construction to the greatest extent, and break through the bottleneck problems of traditional construction industry such as waste of resources, out-of-control investment, information islands, and reduced functions.
As a renovation project for old factories, BTG Yihe Hotel will retain the original industrial style of the factory area. The facade adopts a glass curtain wall with rust red and concrete materials. The main building adopts a 4- to 6-story sloping roof alternating layout, which makes the original industrial equipment and factory buildings look new. The site design continues the concept of the design town's carpet-style block, with an open site green landscape. The north side is closely connected with the city's green heart forest park, and the south side continues the one-kilometer urban vitality zone interface of Yunfeng Road, helping to design the town's green and friendly slow-moving space to be continuous and create an integrated and open block.
State-owned enterprise headquarters drive the development of design industry clusters
With "innovative design + urban technology" as its industrial wings, Zhangjiawan Design Town is also an important carrier of municipal state-owned enterprises in the field of architectural design. At the end of 2022, the new headquarters project jointly created by Beijing Institute of Construction and Beijing Consulting Company, the Global Architecture Science and Technology Innovation Center, started construction and landed in Zhangjiawan Design Town. Today, the new headquarters of Beijing Institute of Construction has entered the main steel structure construction stage, and the underground structure construction will be completed before the end of the year; the new headquarters of Beijing Consulting Company has successfully rushed out of "positive and negative zero" and the main structure construction will be completed before the end of the year.
In the Global Architecture Science and Technology Innovation Center project, Beijing Institute of Construction covers an area of 10,000 square meters, with a total construction area of about 39,350 square meters; Beijing Consulting Company covers an area of 5,500 square meters, with a total construction area of about 22,400 square meters. Under the positioning of "design town, smart town, and vibrant town", the project aims to "design should be future-oriented, embrace technology, and integrate into the better life of citizens", follow the principles of "people-oriented, green and low-carbon, smart and efficient, and spatially complex", and create a model project with high-standard design, high-level construction, and low-cost control, becoming a benchmark building in the sub-center.
The Global Architecture Science and Technology Innovation Center has set up architectural science and technology innovation display, architectural culture lecture hall, Lishi study, Lishi workshop, late night canteen and other functions on the first floor, which will form an architectural science and technology cultural park open to the public to spread and promote architectural culture. At the same time, the project will also integrate "20 major architectural science and technology innovation scenes" to optimize the integration of new technologies, new materials and new equipment, including vertical intelligent garage system, roof solar monopolar light storage direct soft system, temperature and humidity independent control air conditioning system, high-efficiency machine room, building garbage integrated treatment system, vertical intelligent agricultural system, natural ventilation and pre-cooling ventilation, super capacitor elevator, designer sleeping cabin, planting cabin, swimming cabin, etc.
The relevant person in charge of Beijing Institute of Construction said that the construction of the Global Architecture Science and Technology Innovation Center project will attract and drive high-end design consulting, urban technology and information technology application related enterprises at home and abroad to gather in Zhangjiawan Design Town, forming an innovation-led and coordinated architectural science and technology innovation industry system, and supporting the construction of Beijing International Science and Technology Innovation Center. At the same time, as a demonstration model project of the design town, the project will cooperate with China's independent scientific and technological innovation companies during the construction process, and the innovative products, materials and technologies developed and applied here will be widely promoted to the sub-center projects, comprehensively driving the architectural science and technology industry of the design town and realizing the agglomeration and integration of the design and technology industries.
Policy support injects new impetus into the development of small towns
Aiming at optimizing the spatial layout of industries and realizing efficient and intensive use of land resources, Tongzhou District has also issued a number of industrial support policies this year, injecting strong impetus into the industrial development of Zhangjiawan Design Town. Among them, the "Implementation Opinions on the Application and Joint Review of Implementation Plans for Urban Renewal Projects in Tongzhou District" was issued on April 30. Wang Lianxiong, deputy director of the Tongzhou District Housing and Urban-Rural Development Committee, introduced that the implementation opinions changed the approval links such as design plan review, project establishment, construction and operation from "series" to "parallel" through the "joint review of implementation plans", greatly improving the approval efficiency. At the same time, it also realized the full life cycle management of urban renewal projects from design to operation, covering the entire process of early project application, implementation plan preparation, and later completion acceptance, use and operation, etc., opening up the "last mile" of urban renewal and effectively avoiding the problem of "projects that can be built but cannot be used".
The Tongzhou District Development and Reform Commission has formulated and issued the "Implementation Rules on Supporting the Upgrading and Transformation of Inefficient Industrial Spaces in Beijing's Urban Sub-Center", which clarify that, under the premise of complying with the strategic positioning and control planning of Beijing's urban sub-center, project implementation units can carry out green and low-carbon transformation of inefficient industrial spaces, upgrade digital infrastructure, and transform district infrastructure through independent, joint venture, leasing and other means, thereby driving regional industrial upgrading.
Wu Kongan, member of the Standing Committee of the Tongzhou District Party Committee and deputy district mayor, said that the urban sub-center will continue to uphold the development concept of "innovation, coordination, greenness, openness and sharing", and will fully promote the industrial development and urban renewal of Zhangjiawan Design Town with a higher position, broader vision and more practical measures, and strive to create a new business card of "Design City" with international influence.
