According to the Kyiv Independent, Zelensky said on the 19th, “Just a few months ago, if many people around the world heard that we were planning to carry out operations similar to those in the Kursk region of Russia, they would say that this was impossible and would cross Russia’s most stringent red line. This is why no one knew about our preparations in advance.”

The U.S. website Business Insider reported on the 20th that Zelensky said on the 19th that the allies knew nothing about Ukraine's attack plan because they would find the action "unrealistic." The report quoted the British "Economist" as saying that not only did Ukraine's allies not know about the Ukrainian army's attack plan in the Kursk region, but even Ukraine's own soldiers were not notified until the last minute.
