On August 18, a netizen posted a video saying that at Baisha Bay Seaside Park in Gaizhou City, Liaoning Province, a tourist set up a small parasol on the beach and was approached by a woman who wanted to charge him 50 yuan.

The tourist asked the woman collecting the fee for the business license, invoice, receipt and other payment documents, but the woman could not produce them. The tourist thought it was illegal and refused to pay, so the woman left.

On August 19, a Poster News reporter contacted staff at the Baisha Bay Scenic Area, who said that there is indeed a charge for using an umbrella in the area contracted by the beach contractor, "because there is a site fee, and he has to pay it every year", but there is currently no clear demarcation of the specific area.

Regarding the contractor’s inability to provide invoices, the staff said that if you don’t want to pay, you can go to the free area.

According to Zonglan News, staff members said that Baisha Bay Scenic Area provides free areas for tourists, but there are also private contracted areas. "We saw the video online and have found the specific location." The staff member said that the location in the video belongs to the private contracted area, and there is a fee reminder. There is no problem with charging. At present, the contractor has been ordered to make the reminder sign more eye-catching.
